| Sewerage facilities as a part of urban infrastructurefor city exist and development, are important for municipal public utility construction and reform.It influences and constraints the sustainable development of city, as well as the survival and growth ofhuman beings directly. Kunming is the provincial capital of Yunnan, and the construction and development of sewerage facilities are always unmatched with the development of the city. Especially from 1994 to the beginning of 2014, in case of the sewerage facilities in the city implement multiple management, the scope of operation and maintenanceis indistinct, unstandardized, and lack of supervision. That leads to low operational performance and responsibility shifting, which are unhealthy development of drainage network. In order to solve the problems existed for a long time, the government intended to improve thecomprehensive abilities of facilitiesconstruction and operation, and increase the sewerage facilities service satisfaction. From 2014, the government carried out franchise operation for city-orientated sewerage system, and granted franchise operation to a company.However, as the reason of history, the company which was established in 2005, is always situated to be a public serveries enterprise. So that, the company must establish management system is matched with the franchise operationsewerage system.From the management aspect, the paper will make an intensive study of the company how to adjustment development strategy for market needs of business volume and operation, through drawing lessons from Beijing, Shanghai, and experience in sewerage industry.
