Discussion On Bidding Management Of Water Conservancy Project In Fujian Province

Since the Central Committee of the Communist Party of China and the State Council issued Resolution to Accelerate Reform and Development of Hydraulic Project in 2011, hydraulic project investment in Fujian province has been increasing year by year. In order to make sure that the bidding and tendering of hydraulic project is open, fair and impartial and regulated, to promote the operation of it to be efficient, safe and honest, a great deal of experience and practices from system construction, regulating full transactions, establishing credit information platform and innovating supervision method is accumulated in Fujian province in supervision and administration of it.Because the bidding and tendering market of hydraulic project hasn't yet matured,there exist many obstacles to it in actual operation, and phenomenons of violating laws and rules occur from time to time in supervision and administration of bidding of hydraulic project, project bidder, bidding agencies, tenderers and bidding evaluation experts.This paper analyses the causes of these phenomenons all above in terms of disadvantages in supervision mechanism, immatureness in policies and regulations, lags of applications to credit information and lack of the standardization in hydraulic trade, and put forward four routes used to improve the supervision of bidding and tendering into public resources trading center improving supervision mechanism, strengthening the system construction, making credit system perfect and regulating hydraulic trading behavior.
