Evaluation On The Policy Effectiveness Of Housing Provident Fund In Jiangxi Province And Its Optimization Research

From the founding of New China to the 1990 s,China's housing construction and distribution was carried out under the state's mandatory plan.There was no regular employee in the unit without housing,and the housing distribution was unified by the enterprises.The welfare policy of such big contract was the new period of reform and opening up Workers successfully solved the housing problem.With the deepening of China's reform and the rapid development of the market economy,the state's housing system has gradually marketized.To solve the housing problem for everyone is a lifetime of top priority,in order to allow ordinary people to spend the housing,housing provident fund system came into being,it is the government policy of housing finance system identity,is to achieve social housing of workers,An important way of commercialization.Since China's full implementation of housing provident fund system in 1994,the housing affordability has been greatly improved through the accumulation of housing funds and housing provident fund loans,and the housing problem for the majority of urban workers has been greatly improved.For the evaluation of the effectiveness of housing provident fund policy operation,academics and practitioners have been studying.In the current context of unprecedented prosperity of the real estate market and high housing prices,the effect of the current housing provident fund policy is even more appraised necessary and urgent.This paper takes Jiangxi Province as an example.On the basis of comprehensively analyzing and summarizing the research achievements of scholars,based on the theory of public policy evaluation and based on the social security perspective,this paper uses the research methods of qualitative and quantitative analysis to establish a method to evaluate the policy of housing accumulation fund in Jiangxi Province effectiveness of the three-dimensional framework system,respectively,from the housing provident fund policy efficiency,fairness and sustainability of the three dimensions of the effectiveness of Jiangxi Province,the housing provident fund policy assessment to reveal the problems exposed by the system.The main problems include the extraction rate,loan rate,utilization and utilization rate of instability,unreasonable;opportunities,unfair rules lead to unfair and the housing fund security,liquidity profitability and a series of issues.Through the analysis of these problems and phenomena,this paper explains the reasons behind it,and finally puts forward four aspects: enhancing the efficiency of policies,strengthening the fairness of policies,ensuring the sustainability of policies and improving the informatization level of integrated services optimizing Jiangxi provincial housing fund policy operation suggestions and concrete measures.
