Study On Rural Land Circulation In Cili County

"Food is staff of life and food planting is relying on land" it is founded on agriculture of the old saying. Farmland is the basis of human survival and the basic means of production of farmers. Especially our farmers as the largest social group, this particular national conditions, the extreme importance of the development of rural land to China. Cultivated Land Resource and the population there is a serious imbalance in the relationship, less arable land per capita that Chinese population accounts for 22% of the world's population but arable land less than 8% of the world total arable land. To ensure national food security, stability of international relations, which requires an orderly and efficient transfer of rural land to improve land use efficiency. Use of agricultural technologies and mechanization to develop scale operation in order to achieve agricultural modernization. And the household contract responsibility system is mainly decentralized management. It is in accordance with demographic criteria equitable distribution of land, so that each family rarely contract the lands and dispersed. In order to achieve economies of scale, intensification and modernization in agriculture.In this paper, the theory of rent, property rights theory, economies of scale theory as a guide to explore the status quo of rural land in Cili County, analysis of rural land issues in a "separation of powers" background in Cili County. And focus on the Rural Land in empirical studies in the "separation of three powers" mode, concludes the causes as well as policy recommendations on the Property Rights Cili County Rural Land under the relevant theoretical analysis and empirical results.
