The Study On The Situation And Countermeasures Of Leisure Agriculture Development Of Wangcheng District In Changsha City

At present,rural reform and development in China has come to a critical period,in "2015 the central document NO.1", strengthening rural infrastructure construction, promoting rural public service level, comprehensively boosting renovation of rural inhabitancy environment have been stressed and the construction of new socialist countryside should be carried forward in depth centred on urban-rural integration. Leisure agriculture is burgeoning industry combining leisure tourism and traditional agriculture and its development can be viewed as an important measures promoting agriculture modernization drive and construction of new socialist countryside. Recent years urban residents incresingly fall over themselves for experiencing leisure agriculture in beautiful suburb area with the development of life condition. Leisure agriculture has been an important leisure tourism today. Located in the outskirt of Changsha city,a historical and cultural city, Wangcheng district is a new rising urban area and enjoys abundant leisure agricultural reources, but overall, there are several problems exsiting such as lacking governmental dominant and overall planning during the project development process,monotonous project type, absence of market guide and administrative mechanism. So, to explore driving factors and have benefit assessment of leisure agriculture in Wangcheng district shows crucial theoretical value and realistic meaning on optimizing its leisure agriculture layout and even promoting a coordinated economic development.This paper explored the development of leisure agriculture of Wangcheng district in Changsha city in 2014 and its content roundly included the current situation of leisure agriculture, problems existing, driving mechanism, benefit assessment and countermeasures, on the basis of geography, economics and sociology with the method of field surveying, principal component analysis and data envelopment analysis. The results showed that:(1)the perfection of public service infrastructure was low, the feature was not outstanding and lacked of their own advantages, the layout was not very rational thus affecting sustainable development; (2)yearly revenue, employed persons and peasant household taken were three main driving factors; to promote leisure agriculture development required not only the increasing yearly revenue, but the rising amount of employed persons, especially the land-lost peasants should be appropriately arranged for employment; (3)the value of benefit assessment was low, the amount of employed persons was so redundant that technological level, management ability and service quality should be synchronously raised, the type of leisure agriculture was also so redundant that the amout should be decreased to realize scale operation with its own feature; (4)countermeasures such as strengthening govermental guide to orderly develop, perfecting public service infrastructure to scale operation, cultivating characteristic brand to sustainable development, raising overall comprehensive quality to realize healthy development and perfecting service systems to promote coordinated developemt were put forward.
