Energy resources are the foundation of human's living,the development of human socie.ty is inseparable from the emergence of high-quality energy resources and the use of advanced energy technology.The industrial revolution in 18th century made the petrochemical energy become the main source of energy for today's world,which also increasingly brought the depletion of traditional energy and environmental problems in climate. Under the background of low carbon economic development, new energy industry development has become a trend of the third industrial revolution. Considering this from a long-term perspective,the development of renewable energy has become a common choice in Shaanxi China and also in the world. The paper, based on the industry development of theory,game theory and technology innovation theory, tries to analyze the development situation, problems and causes of the solar energy PV (PV is short for Photovoltaic) industry in Shaanxi Province, so as to draw some scientific conclusions, which help to put forward some feasible suggestions and measures for the development of solar energy PV industry in Shaanxi ProvinceThe paper is divided into seven chapters. The first chapter is the introduction, including the topic background, significance, research methods, and domestic and foreign situation. The second chapter introduces the concepts and theoretical basis. The third chapter talks about the necessity of the development of solar PV industry mainly in Shaanxi Province, taking the development of the foundation as the starting point to further explore the development situation through data analysis. The fourth chapter analyzes the problems and causes of Shaanxi PV industry through data processing, document analysis, game theory and technological innovation theory. Meanwhile,this chapter draws a conclusion from problems and causes of the solar PV industry in Shaanxi Province. The fifth chapter analyzes the Chinese and foreign PV industry development status and experience. On the one hand, analyze the present situation of the development of PV industry; on the other hand, introduce the successful experience of the international PV giants such as United States, Germany, Japan and also Jiangsu, Hebei and Qinghai Province where PV industry is developing very fast. The sixth chapter shows some measures and suggestions for the solar PV industry in Shaanxi Province. In addition, because of industrial development under the influence of technical barriers, high cost solar PV power generation, PV product richness is not enough, leading to the narrow path to market and having greater external dependence. These problems adversely affect PV industry development in Shaanxi Province.In the final analysis, the Shaanxi Province in the process of industrial development in the future, should be market-oriented and supported by policies, active in the PV industry market's standards for building and updating work. Encourage existing merger and reorganization of enterprises and coordinated development of upstream and downstream, accelerating the optimization and upgrading of industrial structure, and using multiple means to prevent excess capacity. Meanwhile,strengthen regional innovation capability and technological level, and sharply reduce the initial investment cost of PV power generation system through production and technological advances in equipment to improve the competitiveness of PV power generation. Make efforts to open up markets, expand domestic demand, actively seek a wide range of international markets, to further promote the sustained and healthy development of the solar energy PV industry in Shaanxi Province.
