Research On The Government Responsibility In Agricultural Science And Technology Service Supply

The supply of agricultural science and technology service plays a very important role in the development of rural economy, the income growth of the peasants and the socialism new countryside construction. However, there are a lot of problems in the quantity, quality and structure of the supply of our agricultural science and technology service now and its effects on the development of agriculture and the income growth of the peasants still have the very big promotion space. This paper will study the supply of agricultural science and technology from the perspective of the government's responsibility by the combination of theory and practice.This article defines the agricultural science and technology at first, confirming its public products attribute in theory. Secondly, this thesis takes LanShan county of Hunan province as an example, by combining Hunan and LanShan statistical yearbook, the government work report material, and the statistical results of the questionnaire, then carried out an empirical research on government's responsibility in the supply of our agricultural science and technology service. This article tries to analyze the government's concrete responsibility in the supply of our agricultural science and technology service from its development plan, system construction, resources distribution and informatization, which is based on the analysis of problems and the present situation of the supply of agricultural science and technology in LanShan. Finally, the author proposes to build a new model, Government-oriented Multi-supply Model, which is based on the government, market and farmers to promote the development of agricultural science and technology and the construction of the socialism new countryside.
