| The evaluation of land intensive utilization in Development Zone have carried out four times in China.It played an important role for Development Zone to grasp real significance of the situation,to prevent blind expansion,to promote the transformation and upgrading,and to improve the level of land utilization.However,the current land intensive utilization evaluation in is based on the basic indexes system created in 2008,which is very useful in revealing the overall performance,but not good at reflecting the status of the industries in Development Zone,and can’t guide the industrial upgrading and improve industry layout.This paper attempts to use traditional and industry perspectives to evaluate the land intensive utilization in Huainan Economic Development Zone,and put forward reasonable suggestions.Research of this paper consists of three contents.The first is to carry out the traditional evaluation,grasping the significance of the situation overall.The second is to supplement the traditional evaluation result,making both vertical comparison and horizontal comparison to clarify the development history and development direction.The third to carry out the evaluation based on industrial perspective by building three goals and eight indicators of evaluation system,evaluating each leading industries of land intensive utilization,and providing industrial advice by analyzing the evaluation results.Research results show that the two evaluation perspectives of Huainan Economic Development Zone obtain different sides.One scored 85.38,shows that the land utilization degree and land completion rate is high,but the proportion and output of industrial land is still low;the other scored 82.89,shows that the structure and intensity of industrial land utilization is reasonable,but the accumulative effect is not obvious,and different industries have different land intensive utilization degree.Some suggestions are made to solve this problems:the first is to speed up the supply of land,raising the proportion of industrial land;the second is to strengthen land control,improving output level;the third is to speed up the government foster,improving the industrial agglomeration effect;the last is to increase industry cultivation,improving the advantage of industry development. |
