Since reform and opening up,China's export trade have achieved rapid growth and great changes have taken place in the quantity and the connotation of exports with export structure level rising.While at the same time for energy which is the necessary power and support the rapid growth of China's export trade,along with the improvement of China's economy and the increase of total exports,the binding is more and more significant for the healthy development of China's economy continuing to stable,and has become the restriction condition of China's further economic development as well as environmental protection.How to meet the economic development and at the same time try to avoid serious pollution to the environment is a major task for our country at present.Energy efficiency is known as the "fifth kind of energy",improving energy efficiency is the effective breakthrough to solve the problem of energy constraint.By the way energy efficiency is a good measure to achieve energy conservation and emissions reduction,and can alleviate the pollution of the environment.So it's an important way to build a resource-conserving and environment-friendly society.Therefore,in the reality background of China's export structure level rising,if adjusting the technology level of export product in foreign trade,and promoting energy efficiency as a whole,thus can save energy consumption,at the same time achieve energy conservation and has very important significance on emissions reductionTherefore this paper on the basis of the existing research at domestic and foreign,measures the technical structure level of the export for 30 provinces and cities except Tibet region by constructing the provincial export technical structure measure,from the view of the three regions with different regional export technical structure level.And bases on the total production efficiency model to measure?compare and analyze the energy efficiency of China's provinces and cities from 2003 to 2013.Further from the perspective of three regions,this paper compares and analyzes technology structure of export and energy efficiency level,as well as the differences between different regions.The results show that the energy efficiency level consistent with its economic development level,in other words t the east is high and the west is low.There is large energy saving potential in the middle and west.Secondly,by combining the chart,this paper analysis the possible relations between export technology structure and energy efficiency in the three major areas.The result show that export technology structure to a certain extent makes the different level of energy efficiency among regions.For the relation between export technology structure and energy efficiency in the nationwide?east and west,there is a positive proportional relation.While the middle it's inverse proportional relation.Then,to test and verify the relation found in the export of technology structure and energy efficiency,this paper further adopts the GMM estimation method from the perspective of labor intensive and capital intensive to test the relation between different regions,and carries on the empirical results of robustness test.The results are consistent with the descriptive analysis results.Finally,based on the analysis of energy efficiency in regions and the empirical results,we can get the main conclusions: One is that the regional technology structure of export between 2003 and 2013 show a different level of ascension,and consistent with their own economic development level,but the export structure level of growth is greatly influenced by the international economic situation;Second,the export technology structure to a certain extent causes the differences among regional energy efficiency,at the same time the relation between exports technology structure and energy efficiency is N type,in the regions where have lower or higher level of export technology structure,the export technology structure has a positive role in promoting energy efficiency,while the export technical structure between them has negative effect on energy efficiency.Third,for different types of factor intensity for export technology structure the efforts on the energy efficiency are difference.For the export technology structure of capital-intensive in the eastern and western parts of the country,the level for improving energy efficiency is greater than the labor-intensive.While for export technology structure of capitalintensive in the middle of China the negative effect on the energy efficiency is greater than the labor-intensive.In addition to three main conclusions in the above,also found that because of regional difference there are different efforts on energy efficiency for the energy industry investment,urbanization level and the role of the third industry.
