The 21 st century is the era of knowledge-based economy and also the rapid developing period of China's aviation industry.Now,aviation industry has become a pillar industry of national economy.Aircraft industry has been considered as a strategic high-tech industry during China's “Twelfth five-year plan”,which has been paid a large amount of attention.As a domestically military and civilian aircraft assembly company,HF will be facing development opportunities as well as intense competition in the market.So,during the “twelfth five-year plan”,HF has to introduce advanced foreign technical resources and management skills and strengthen its independent research and development(R&D),through active international cooperation,in order to complete the research and production of new aircraft model,such as Z-9 civil type,and enhance HF's competitiveness.Since human capital is an important factor of HF's innovation and core competitiveness,during “Twelfth five-year plan”,HF has to carry out effective human capital investment to enhance its R&D capability and management skill.Because of the specialty and high-quality requirement for employees in the aircraft industry,as well as human resource environment faced by HF and so on,human capital risk identification and control strategy become an important issue for HF's human capital investment,which is worthy of study.Based on the description of HF's current situation,market prospects and development strategies,this paper analyzes the status and existing problems of HF's human capital and the environment and requirement of HF's human capital investment.After that,this paper identifies the existing risk in HF's human capital investment,and selects evaluation index for evaluation of the risk in HF's human capital investment.Based on this index system,this paper uses multi-level grey evaluation model to evaluate the human capital investment risk of HF and proposes risk control strategy for the risk existing in the process of recruitment,training,configuration and incentives.This study could provide a reference for evaluation and control of HF's human capital investment risk and also has a great significance for improvement of HF's return on human capital investment and HF's competitiveness and promotion of HF's development.
