Research On The Influences Of Contract Governance To The PPP Projects Management Performance

In recent years,PPP has been widely used in the field of infrastructure construction in China.Because of the long-term and complexity of PPP projects,There are several failure cases in China,such as Hangzhou Bay Bridge,Beijing tenth waterworks,Shenyang ninth waterworks,Changchun Huijin Sewage treatment plant,the failure is mainly caused by the problems of institutional arrangements of the projects.Over a long period of time,the theoretical research on the engineering project management is focused on management science,exploring new management techniques and methods.However,management techniques and methods can't fully content the requirement of practice of PPP,in face of the increasingly complex activities in PPP projects,great institutional arrangement is effective to enhance the management level on the projects'performance at the angle of economics.As a result,it is necessary to study whether the contract management which focus on the institutional arrangement is effective for the increase of PPP projects' management performance.Considering of the above question,First,with reading lots of Domestic and foreign papers,this paper analyze the basic theory of contract governance and PPP,Lay the theoretical foundation for the research.Secondly,based on the two-side governance structure of government and enterprises,this paper explores the application of contract governance in PPP projects from two aspects that are mechanism and measure dimension,then combining the typical case of Beijing metro line four project,this paper construct the basic application of contract management in PPP projects.Again,this paper elaborates on the management performance of PPP projects and build the measurement system by using scientific methods,in order to analyze the mechanism of contract governance effect on PPP projects'management performance,and suggest a hypothesis,then build the theoretical model of this research.Finally,using the method of empirical analysis this paper test the theoretical model.The results show that the three dimensions of contract governance are effective to promote PPP projects'management performance,and provide the reference for theoretical research and practice for the application of contract management in PPP projects.
