Research On Problems And Countermeasures Of The Irregularities Of PPP Contract Performance

As a new model of infrastructure,PPP(Public-Private Partnership)is popular in the international community since its inception,and achieved some successful project experience.Since the 1980 s,China's first PPP project completed,it is set off in the country to use the model of the boom.However,due to the lack of a correct understanding of the PPP project model and successful experience of the project,the development of the model in China is not smooth,resulting in a series of problems and irregularities of PPP contract performance,leading to project failure.According to the irregularities of PPP contract performance.First of all,through the investigation and study,we can obtain the management status and performance status of PPP contract.Secondly,according to the management status and performance status of PPP contract,combing the PPP project contract subject relationship,summarize the irregularities to the occurrence or possible occurrence of a contract involving different subjects,and from the PPP project contract in the early planning stage,the bidding stage,the signing phase,the implementation phase to identify the factors that cause the irregularities of PPP contract performance.Thirdly,collect the research data and analyze,rough set theory is used to screening before the identified factors that lead to the irregularities of PPP contract performance,from the accuracy of contract planning,validity of contract bidding,standard contract making,policy and legal environment changes,financing,index of contract performance control 6 aspects to constructing the evaluation index of contract implementation of PPP Project.Finally,Grey—TOPSIS model as the evaluation model of PPP project contract implementation,select a PPP project in A city of Shaanxi Province,analysis of the specific circumstances of its contract,combined with the actual needs of the project are also pointed out for improvement.Through the above research,in order to deal with the irregularities of PPP contract performance,join the relevant theory of relational governance into research on the countermeasures of the irregularities of PPP contract performance.Respectively,from the project to pay attention to the early consultation,to enhance the efficiency of the contractor,to strengthen the communication and exchange of information,to increase the flexibility of the project contract four aspects,put forward the corresponding suggestions for government departments,consulting unit,private institutions,etc.Provide solutions to the irregularities that have occurred,does not occur to propose preventive measures.For the normal performance of the PPP project contract,the successful implementation of the PPP project to provide reference solutions.
