Research And Practice Of Post-evaluation Of Offshore Engineering Equipment

This century is the century of the ocean,the offshore oil and gas resource is the focus of the ocean development.Mainly in the offshore oil and gas resources,the offshore engineering equipment is the direction of world's technology development and the main direction of the development of offshore engineering.Project post-evaluation is an important link in the process of forming the closed loop management,and also an important way to provide reference for the offshore engineering equipment investment activities and to improve the investment management.This Article discusses the definition and the unique of offshore engineering equipment,which leads to the special challenges of offshore engineering equipment post-evaluation.Discussed the classification,organization and content of the post-evaluation of offshore engineering equipment projects.This paper discussed the advantages and disadvantages of the main methods for the evaluation of the existing projects in briefly and summarized the methods and procedures for the comprehensive evaluation.At present,there are few studies on the post-evaluation of offshore engineering equipment.They often limited to single index analysis,lack of comprehensive evaluation as the whole project.The existing research of the index system can not cover all the project and repeat between the different index.The standard of performance evaluation is too subjective which the differentiation is low.This article use Analytic Hierarchy Process mathod,composed of 5 categories & 31 subparagraph of comprehensive post-evaluation index system.Invite 6 experts in relevant field,constructs the judgment matrix to calculate the weight of index system.Take HYSY281/282 multifunctional platform construction project as example.According to the project indicators,we made performance score and achieve a comprehensive evaluation of the project,forming a relatively complete project comprehensive evaluation model in order to evaluating the overall the offshore engineering equipment project.
