As the information economy has become an important part of the economic and social development in China, the effective use of information resources will be a key to the development of information economy. So it is a practical important significance to give a research on the allocation of information resources. At the same time, in the process of the China’s large scale urbanization, many uncoordinated and unreasonable conditions appear in the aspects of the urban and rural economic development and resource allocation, which requires to deal well with the resource allocation in the urbanization process, especially the problems of the information resources allocation. In this way, we can promote to exchange and share information resources, make rational use of those information, achieve the overall development of the information finally. As a result, the construction of new urbanization in China can acquire further development in a healthy way. Therefore, it is essential to handle well with the problem of information resource allocation in the process of urbanization in urban and rural areas.This paper analyzes the related theory of the information resources allocation between urban and rural areas objectively in the process of China’s urbanization, focusing on exploring the current problems existing between the urban and rural information resources allocation. On the basis of the reasons of this problem in the system research, it puts forward the ideas and countermeasures to promote the rational allocation of information resources between urban and rural areas in the process of China’s urbanization. This paper includes six chapters. The first chapters is the introduction, mainly including the background and research significance of the paper, research status at home and abroad, research ideas and research methods. In addition, it gives some innovations that processing the relationship between information market and government, especially the concept of "wisdom town". The second chapter mainly reviews the related theory and the study of domestic and foreign scholars on this issue, defines the main concepts and summarizes the theoretical analysis of the resources allocation from different disciplines. The third chapter describes the relationship between urbanization and urban-rural information resource allocation, as well as the information resource allocation needs to follow three principles including unlimited, effective and fair. The fourth chapter firstly analyzes the main problems of urban and rural information resources allocation in the process of China’s urbanization. To discuss this issue in detail on two aspects that contains urban-rural residents on the subjective level and the gap of urban-rural areas on the objective level. Then start with the analysis of issues in terms of the reason why it occurs. For the cause of the problem, the fifth chapter puts forward the relevant countermeasures to promote the rational allocation of information resources between urban and rural areas in the process of China’s urbanization from three main parts including information market, government, urban and rural residents. The sixth chapter is the conclusion of this paper. It presents the ultimate purpose of this study, which is the way to integrate planning of the information resources allocation between urban and rural areas and achieve economic and social development of the whole country, as well as the people’s happiness.
