As the physical base relying on survival, land resources were significant producing elements in the development of national economy and society. There was in short of land resources and lots of phenomenon of waste and misuse them, which led to destroy of ecology system and pollution of environment. Meanwhile, with the development of industrialization and urbanization, there was contraction with short of land resources and increasing social demand. Unreasonable use of land resources resulted in more and more serious land pollution and degradation. Realization that human would have a reform and challenge of how to use land resources came to us since 21th century. Especially, in the strategic theme of scientific development and sustainable development, it became an urgent scientific subject how to have a reasonable and efficient configuration in order to promote the economic and intensive level and sustainable development.The subject of land resources configuration was put forward according to the scarcity of land resources supply and its unreasonable use. Configuration was a kind of progress and means, aiming to combine some kind of style of land use and its suitability and social economy characteristics to shape reasonable land use structure. Optimization was one kind of human expectation and target relative to unreasonable land use problems. Given that land resources were limited, it's a problem how to have a reasonable land resources configuration in time and space in order to produce more products and service. Only by means of reasonable configuration could reach these targets.As a young municipality with coexistence of large cities and countries, Chongqing City embodied typical urban-rural dual structure and unbalanced urban-rural economy and society. Chongqing was approved officially as the comprehensive reform pilot area of National Urban and Rural by the State Council in June 2007. In this paper, the objectives of urban and rural development, the four requirements of the optimal allocation of land resources in the urban-rural development and the major problems currently were discussed firstly. Taking Changshou District in Chongqing City as study object, the paper established optimal allocation configuration of land resources by means of grey linear program on the base of analyses of optimal allocation target of land resources. Then, it constructed macro division of land resources of Changshou District, including core urban development region, comprehensive expansive town region, modern ecological agriculture region, tourism and leisure region, and ecological barrier protecting region. Finally, the paper proposed policies and recommendations to optimize land resources and promote coordinative urban-rural development.
