Human resources services is a specialized industry for the employment and pre-service development of laborers,providing relevant services such as management and development of human resources for employers.This industry is of high technology and added value.It is also an industry of vast human capital and room for growth.Moreover,it has strong radiation and driving capacity too.With the coming of the "Internet+" era,human resources services are facing unprecedented opportunities,while also facing the enormous challenges.Hubei province is a large province in central China,which has plenty of human resources.After years of vigorous development,the current human resources services in Hubei is featured with a large industrial scale and a large number of practitioners.However,there are many problems too.For example,there is no service specification and development system.The degree of marketization is fast yet incomplete.The business range is wide but its contents are not fine.The practitioners are large in number but not in quality.And there is lack of consciousness for regulation.These problems are more clearly exposed in the new environment.At present,most researches about regional human resources services are mainly concentrated on the Chinese eastern economy developed areas.There are few researches focusing on Midwest China.Especially for Hubei,we can only search fewer than ten articles about human resources services of Hubei in the CNKI Database.The coming ten years represent a crucial stage for Hubei' s economic and social development,and also bring significant strategic opportunity for the province.In order to address the industries' growing contradiction,and to realize the optimization and upgrading of industrial structure,also to improve the service quality&efficiency,it's necessary to make further discuss about the current situation of human resources services in Hubei.Meanwhile,our discuss will propose the new thinking on the transformation and upgrading of this industry.The article chooses human resources services of Hubei as the study object,and analyses its development status&problem during the "Internet+" era.The conclusions can make up the research vacancy of the study about human resources services in Hubei,and will also avail to the industries' development in Midwest China.Through the field research of Wuhan,Xiangyang and Huanggang,this paper makes a qualitative analysis of the status quo of the human resources services in Hubei Province with the data of Bureau of statistics.We analyze the factors that affect the service efficiency of human resources services in Hubei province,and construct the dynamic mechanism of its transformation and upgrading.Then it concludes the importance index for the transformation and upgrading path by using the analytic hierarchy process(AHP).Finally,this article puts forward the countermeasures and suggestions for the transformation and upgrading of the human resources services in Hubei province.
