Yunnan Province,the "13th Five-Year plan" proposed "open,innovative and high-end technology,information technology,green" modern industrial system,provide the direction of transformation of industrial structure upgrade.To build an innovative economy in Yunnan and speed up the transformation of industrial structure,it is necessary to promote the core and key technological innovation,strengthen the leading industries,and promote the development of strategic emerging industries,information industries and green industries.Yunnan resources and other traditional industries dominated,to change the mode of economic development and industrial restructuring and upgrading must strengthen the development of human resources,increase the number of human resources,improve the quality of human resources,optimize the structure of human resources,providing talent guarantee for upgrading the industrial structure of Yunnan province transformation.This paper reviews the related literature and upgrading transformation of human resources development and industrial structure,summarizes the theory of the upgrading of industrial structure and human resources,and analyzes the characteristics and current situation of human resources development evolution of industrial structure in Yunnan province.This paper mainly uses economic theory and human resources theory,discusses the relationship between the upgrading and the development of human resources between the transformation of industrial structure in Yunnan Province,and the use of error correction(ECM)model to measure the effect of the transformation and upgrading of the industrial structure from the two aspects of human resources,the internal structure and the structure of human resources distribution.Further study of the characteristics of Yunnan Province in the allocation of human resources in the transformation and upgrading of industrial structure under the background of grey prediction theory based on GM(1,1)model,according to the forecast from 2011 to 2015 in Yunnan Province three industry the number of employees using Excel 2016 to 2020 the supply of human resources;forecast by regression analysis in Yunnan province from 1996 to 2015 regional GDP data by regression method,the prediction of human resource demand from 2016 to 2020;the change of human resource supply and demand gap is within the next five years,to provide the basis for adjusting the direction and level of human resource allocation.Based on the analysis of the existing problems and causes of human resources development in Yunnan Province under the background of upgrading the industrial structure,this paper puts forward the ways of human resources development in the light of the current development of the industrial structure in Yunnan.This paper aims to build an innovative economy in Yunnan through human resource development and regional industrial structure transformation and upgrading.
