The No.1 document from the central government in 2015 stresses to improve basic management system,persist in farmers' main operating status,develop various types of moderate-scale management and encourage to develop moderate-scale farming family ranch in rural areas.The Guidance On Operating the Development of the Rural First,Second and Third Industrial Convergence from the General Office of State Council in 2016 also indicates to cultivate diversified rural industrial convergence subject,strengthen the fundamental function of farmer cooperatives and farming family,accelerate in cultivating emerging operators,encourage new type of professional farmers and returning-home factory workers to handle cooperatives and family ranch and explore to establish management system of new type of cooperatives.In order to speed up building new type of agriculture and husbandry management system,Department of Agriculture and Livestock Husbandry of Inner Mongolia actively cultivate and develop ‘farming family'—a new type of agriculture and husbandry management system.According to the advice on affirmation of farming family,the government of ChiFeng City draws up the farming family affirmation criteria,and actively promotes the new type of agriculture and husbandry management system.Wengniute Region assists the system in subsidizing and financing channels for farming family management subject.Wengniute Region,one of the impoverished counties of national level lies in the edge of Ke'erqin Desert.Being the main new type of husbandry management subject,the number of farming family has been increasing since 2013.In 2016,the faming family in Wengniute Region has come to 189,and the stock on hand has come to 897 thousand including 132 thousand beef cattle,765 thousand mutton sheep,which makes a great contribution to the development of husbandry industry in Wengniute Region.Based on the family ranch managing theories at home and abroad,the present study aims at studying the factors that are restraining the development of farming family in Wengniute Region through field investigation.Firstly,the status quo including the basis,the affirmation criteria,and the type and topography of farming family in Wengniute Region have been analyzed through data from questioners.Secondly,the producing and operating status,market melding condition and typical cases of farming families of three types in Wengniute Region are elaborately analyzed.Lastly,the restraining element of the personal quality,capital market,system and socialized service system are analyzed,and policy suggestions for farming family are provided.
