The Standard Research Of Farmers' Professional Cooperatives

The promulgation and implementation of Law on Farmers'Professional Cooperatives marked the new stage of development of the farmers' professional cooperatives which is based on laws, namely, the stage of standardized development. In the paper, taking Taian for example, the author explains the concept and profound meaning of farmers' professional cooperatives from the standpoint of the implementation of the law. The author also studies the standardization problem of the farmers' professional cooperatives, using the methods of normative analysis, positive analysis, system analysis, field investigation and so on. The main conclusions are as follows:(1) Although Taian made some progress in the exploration and practices for the development of the farmers' professional cooperatives, it still has many imperfect points compared with the legal requirements. And it is still not developed enough and in its initial stage of development, which is not so standard. Through the research, the author finds some outstanding problems existing in the standardization construction, such as low level of cooperation, weak driving force, the lack of cooperation and coordination between the cooperatives, insufficient training, education and community services. In addition, the drafting and implementation of the regulations, setting up of capital stocks, operation of the organizations, the system of policy-making, financial regulations, distribution operation, and the self-development mechanism are not so standardized and have large room for implementation compared with the requirements of Law on Farmers'Professional Cooperative. And at the same time, the author analyzes the internal and external reasons of the problems.(2) The standardization of farmers' professional cooperatives is an important issue which has something to do with the existence and development of cooperatives. The advancing of the standardization of farmers' professional cooperatives is beneficial to promoting the healthy development of the cooperatives, the implementation of Law on Farmers'Professional Cooperatives, the participation in international competition, and the institutional innovation of the new socialist countryside construction. The areas in the farmers' professional cooperatives which are not so standard before the implementation of the Law need to be further standardized. Some economic cooperative organizations can be transformed to the farmers' professional cooperatives when the conditions are good. The newly-developed farmer's professional cooperatives should be operated according to law. In the development of the standardization of farmers' professional cooperatives, the government and its competent departments should provide standard services, do everything according to law and improve the service quality and efficiency.(3) The standardization of the farmers' professional cooperatives should adhere to five basic principles of the combination of law-based standardization and the flexible innovation, the combination of the people's wish and government guidance, the combination of the promotion of classified advancement and gradual standardization, the combination of the whole advancement and grading standardization, and the combination of laying emphasis on practical results and diversified forms. According to the law and policy, in light of the conditions in Taian, the general goal of the farmers' professional cooperatives is to gradually build the Farmers' professional cooperatives into farmers' new economic cooperative organizations with legal status, clear property rights, flexible mechanism, democratic management, standardized operation and systematic support.(4) On the basis of comprehensive analysis of the standardization of the farmers' professional cooperatives, in light of the conditions in Taian, the paper pertinently puts forward some criteria and measures about the farmers' professional cooperatives standardization from four aspects such as the establishment standardization, the structure standardization, the production service standardization and financial management standardization. And with in-depth research the author works out five supportive measures for the reference of government decision-making.
