The 18th National Congress of the Communist Party of China (CPC) put forward that we should adhere to the path of independent innovation with Chinese characteristics and implement innovation-driven development strategy. We will always put scientific and technological innovation in the focus of national development. For Shandong Province, which is in the critical period of economic transformation and development, it is necessary to carry out the innovation-driven development strategy and form its own unique technological support advantage in order to realize the overall goal of building a well-off society in an all-round way. From the theory of endogenous economic growth,we can see that the accumulation of human capital with increasing returns to scale is considered as the primary impetus to promote economic growth and sustainable development. In the context of the national "The Belt and Road" strategy,innovation-driven development is still an important concept. The accumulation of human capital is becoming more and more important to improve scientific and technological progress and promote economic growth.This paper consists of four parts, including five chapters. The first part is the question raised by the introduction of the front is the research foundation of the full text.The second part is the theoretical and practical basis of this thesis, including three chapters, the first chapter summarized and detailed analysis of the theory of human capital and economic growth model, provides a theoretical method for subsequent empirical analysis; the second chapter summarizes the economic development of 17 cities in Shandong province from 2006 to 2015, foreign trade in the field of empirical analysis, laying the foundation for the later. The third chapter is a connecting link between the preceding and the following, and the analysis of the impact of human capital on the development of foreign trade of the two transmission mechanism.The third part is the empirical analysis model, is the main content of this paper,which consists of fourth chapters, aims to help the economic growth model and human capital theory, through the 17 prefecture level city in Shandong province foreign trade area from 2006 to 2015 data, using a series of statistical methods of measurement,through panel data,the Solow model established additional human capital. Analysis on the innovation driven development strategy is put forward and implemented before and after effects of the accumulation of human capital investment on foreign trade growth and development of Shandong province.The fourth part is the policy recommendations, composed of independent of the fifth chapters, is the conclusion of this article. Through the above empirical analysis can be drawn, in general, the human capital investment of Shandong province's foreign trade development has a significant role in promoting, and the effect is far greater than the material capital investment and consumption demand, but at the same time, as part of the export trade structure is unreasonable,the accumulation of human capital on export development bring some negative effect. In view of this, the article concludes the following three points to promote regional economic growth and the development of foreign trade policy recommendations: first, strengthen basic education investment,human capital reserve talents; secondly, to enhance the level of higher education,promote the research and development activities and actively carry out foreign trade;thirdly, optimize export structure, accelerate the orderly development of regional economy.
