Research And Practice Analysis Of New Mercantilism

New mercantilism is a new reflection of mercantilism in the new period,earlier used to explain a series of trade protection in the United States.With the deepening of the degree of trade activities and the extension of the scope of the world,the study of new mercantilism is also more in-depth.After a long-term study it is found that new mercantilism long before the US trade protection policy has been produced and can effectively solve a series of stagflation,the Keynes left,which is currently unable to be solved in the current status.Economists have spoken highly of new mercantilism,believing that new mercantilism is one of the methods to solve the current economic problems in the world.The main idea of the new mercantilism inherits the basic idea of the ancient mercantilism:the states use macro regulation to control trade,get capital accumulation through trade.This is undoubtedly very well adapted to the increasingly globalized world market.In recent years,whether strong or weak,countries attach great importance to new mercantilism,but for various reasons,the relative degree of implementation completeness is quite different.Japan has implemented new mercantilism relatively completely,the United States has implemented new mercantilism partly,but they all solve the problem of significant effect.At the same time,New mercantilism was considered as more suitable for the current world pattern than the new Keynes doctrine and New liberalism.But with the development of regional economic integration,the first complete strong regional integration in the whole world,the EU,established.It is found that regional integration is more effective to solve economic problems than new mercantilism.What the regional integration supports,completely internal free,is believed by liberalism scholars that is the perfect embodiment of globalization and preliminary liberalism.But with the EU's internal liberalization degree become deeper,the EU's external trade reflect problems gradually,mainly as various forms of trade barriers built between the EU and the world.The trade between UN and other countries is gradually transformed into the trend of pursuing capital accumulation from free trade surplus,which is similar with the basic concept of new mercantilism.To find out whether the transformation of regional integration is a new mode of practice of the new mercantilism or not,this paper will analyze the typical new Mercantilism country of Japan,concluding the essence and the specific policy summary of new mercantilism.It will further case analyze the United States and the European Union,using the combination of Combes&saadi-sedik and Lwamer&Dollars trade policy measure for the quantitative analysis,getting the result that the EU adopted the new mercantilist trade policies indeed,and the new mercantilism coefficient is higher than the United States,in that regional integration of the European Union is a new way to practice the new mercantilism.
