| Constant changes have been made to the economic situation and related national policies during the past several years in China. Especially on the Third Plenary Session of the 18th CPC Central Committee, document with the name of "The Decision of the CPC Central Committee on Several Important Issues of Comprehensively Deepening Reform" has put forward following points:"let the market play a decisive role in the allocation of resources", "allow social capital participates in city infrastructure investments and operation through franchising ways". Under this situation, the Ministry of Finance formally published the document of "Financial" [2014]#76, that is "Notice on popularization and application problems about the government and social capital cooperation mode". This has a great influence on the development of city investment companies. Qingdao City Construction Investment Group is the main force of Qingdao city construction and operation. However, its original development strategies and strategic positioning are unable to meet the needs of its development. It has become an urgent need to promote the cooperation of government and social capitals, and to seek for the suitable development pattern and strategic positioning, relying on the domestic practice and overseas successful experience. It also has an important practical significance towards the acceleration of new urbanization construction, and the realization of Qingdao city strategies.On the basis of theories, including enterprise management, enterprise strategy management etc., and through the usage of PEST analysis, "Five Forces" analysis, this paper has analyzed the environmental situation that the enterprise is in, and summed up the development opportunities, threats and its own advantages and disadvantages of Qingdao City Construction Investment Group. By using SWOT analysis, and the research on strategies such as virtual management, the paper has also established development strategies for Qingdao City Construction Investment Group, and put forward a development direction for the coming 3 to 5 years. Those will improve the enterprise’s core competitive ability, and to create a new sustainable development and competitive advantage. The first chapter of this paper summarizes the background and significance of the research, and lists out related domestic and foreign researches; the second chapter introduces the related theory basis; the third chapter analyzes the current development situation of Qingdao City Construction Investment Group, and the causes of its problems; the fourth chapter analyzes the strategic environment of Qingdao City Construction Investment Group, by using the strategic environmental analysis tool; In the fifth chapter, by using SWOT matrix, it establishes a stable investment strategy and four implementation strategies for Qingdao City Construction Investment Group; the sixth chapter puts forward the safeguard measures for the strategic implementation.In the paper, common strategic analysis tools are used to analyze the strategic environment, and the questionnaire was used in the process of promoting the development strategy. The combination usage of qualitative and quantitative methods ensures the accuracy of development strategy. This study has an important practical significance towards the development of city construction investment companies under the new economic normal. This paper proposes a view that Qingdao City Construction Investment Group has established its own development mode during the past days. To expect an innovative development, it must make changes to its current modes, effectively mobilize the enthusiasm and creativity of its staff, and make a breakthrough in the establishment and operation modes of the project teams. Around this point, the paper carrys on discussions and researches on the possibility and methods to implement virtual business strategies in enterprises, and try to put forward a new strategic development direction for the enterprise. |
