Study On The Mechanism Of Action Of China's Knowledge-based Workforce International Flow

Under the economic globalization,the connection between the countries all over the world is increasingly close.Goods,capital,technology and other factors of production are flowing frequently in the global scope.Knowledge-based wokerforce,as a very important factor mobility,also is flowing frequently between countries in the world,and playing an increasingly important role.With the implementation of the “thirteenth five-year” plan,China's economy further to strengthen the reform of the supply side,fully give play to the role of the market,and strengthen the government`s supervision.The current macro-economic background,what factors will greatly promote the mobility of Knowledge-based wokerforce in our country,and which are these factors affecting mechanism? It is very important that the research of this problem for coordinated sustainable development of China's politics,economy and culture and promote knowledge-based wokerforce flow.At present,few scholars study the knowledge-based wokerforce mobility mechanism,thus there are many deficiencies in this research direction.Therefore,this study made up for the shortage,not only for better able to promote China's knowledge-based wokerforce mobility provides a good theoretical reference.So,based on Push and Pull theory,Factor Endowment theory,Double Labor Market theory and New Economic Geography,this paper defines the knowledge labor force as graduate of full-time junior college and above,including all education workers,scientific researcher,government workers,enterprise managers,study abroad personnel and overseas returnees,then describe knowledge-based wokerforce from aspects of regional distribution,total quantiative characteristics,flow direction and so on.This paper based on the action mechanism of FDI,foreign traed and intellectual property right protection to knowledge-based wokerforce,using quantitative analysis method,and select FDI,the strength of intellectual property right protection,development degree of foreign trade as explanatory variables,and the selection of the intensity of intellectual property rights(ipr)protection index is also important innovation point of this article select the number of returnees as substitution variable of knowledge-based wokerforce,select the level of regional economic development,the degree of financial development,the level of human capital as control variables,and then using provincial panel data to do regression analysis.The result is that intellectual property rights and FDI has positive effect on the flow of knowledge-based wokerforce and the effect is siginificantly remarkable,and foreign trade also has positive role in promoting inflow of knowledge-based wokerforce,but not significantly.Through further threshold regression comparative analysis,empirical results are also the innovation,and according to the results,we can find that the intensity of each province to strengthen the intellectual property rights is conducive to China's knowledge-based wokerforcer mobility,strengthen intellectual right protection to province with high industrial structure is conducive to China's knowledge-based wokerforce mobility,however strengthen intellectual right protection to province with lower industrial structure is against to China's knowledge-based wokerforce mobility.With the constant improvement of the financial development degree,strengthening the intellectual property protection intensity has a positive impact on China's knowledge-based wokerforce mobility.Finally,in order to better promote China's knowledge-based wokerforce mobility,making greater contribution to China's economic development,this paper put forward relevant policy suggestions such as using practically of more pinch and actively attract foreign investment,deepening degree of foreign trade and strengthen economic extroversion,strengthening intellectual property protection and so on.
