Recently, with the development of economy globalization in the world, our country's market system becomes more and more prefect,especially for state-owned enterprise. Company pays more attention to how to build appropriate company structure and scientific corporate governance. For state-owned enterprise, expect for finishing duties for shareholders, another objective is to help society provide job opportunities and do its best for the whole society and environment. So, the company must seek alternative about the development model to achieve the long-term goal and contribute to the country, shareholders and the whole society.Performance evaluation is the basis and premise of business management, good performance evaluation can help business management and strategic goal. Establish a scientific performance evaluation system can correctly evaluate every aspect of the enterprise and assure the company execute the strategy effectively.Under the background, aim to adapt the mining environment and to be competitive, provide more job opportunities, I analyze the HTS company's current performance evaluation system and come up with a popular system--balanced score card performance evaluation system.This paper is divided into five main parts, the first is introduction, I mainly introduce the research background, meaning and conclude the research status all over the world. The second part is about the concept and theoretical basis related to this paper. The third part introduces the HTS company's current situation and existed problems.Next part introduces the performance evaluation system design process,including the principles, choosing the indicators and determine the weight of every elements by AHP. Then, I introduce how to execute this performance evaluation system. The last part shows us how to assure this performance evaluation system,and finally, We get an appropriate performance evaluation system.
