Research On The Endowment Insurance Of Land-expropriated Farmers In Rizhao City

China's new urbanization and industrialization in recent years has a rapid development,the protection of the people's livelihood will become the focus of social development.The National Bureau of statistics conducted in-depth research on the landless peasants' living condition,the survey results show that the primary problem of landless farmers are worried about their social security,focuses on the land expropriation of endowment insurance.The further research on the problem of land expropriation and farmers' endowment insurance has a profound influence on the establishment and improvement of the endowment insurance system of the landless peasants.This paper first summarized the relevant literature and theory of domestic landless farmers endowment insurance problems.First analyzes the new urbanization,social security of landless farmers' pension insurance and other related theories,then analysis expounds the theoretical basis of the endowment insurance system produced by the farmers whose land includes land property rights theory,social justice theory,welfare economics theory.Then taking Rizhao City as an example,including the induction of Rizhao City since 2006,to explore the landless farmers' pension problem in three stages:developed counties preliminary exploration stage,landless farmers endowment insurance is implemented by farmers' social endowment insurance system for land expropriation and the present stage is in the implementation of the acquisition will be included in the basic old-age insurance for urban enterprise workers stage.And summarizes the current Rizhao City old-age insurance system of land expropriated peasants of the innovation and achievements of landless farmers by one-time investment,you can enjoy the original only employees can enjoy the old-age insurance benefits,and to ensure that all ages can be insured,support through government subsidies,subsidized loans policy,fundamentally effective to ease the landless farmers to afford relatively high cost of insurance problems.Let more landless farmers to participate in the new period the trend of social progress,and to enjoy the benefits of reform,perfecting the social security system,shows the superiority of system innovation,is conducive to the development of social harmony and stability.At the same time according to the actual situation of Rizhao City,pointed out that the current period of Rizhao City is still facing the implementation of landless farmers endowment insurance problems,mainly in the following points:land expropriation compensation standard is low,the lack of relevant laws and regulations,policy support of landless farmers insured enthusiasm universal low pension mode single,supporting employment service is not effective follow up.Finally,the factors affecting the development of landless farmers endowment insurance is analyzed from some aspects,to solve the Rizhao City problem of endowment insurance of landless farmers countermeasures,including:legal and reasonable to improve the land requisition compensation standards;establish and improve relevant laws and regulations and policy support;vigorously promote and guide the landless farmers widely participate in old-age insurance;family pension mode single,supplementary old-age insurance of landless farmers;encourage commercial insurance,multiple protection of landless farmers' pension livelihood problems can be effectively mitigated;improve the employment service,to solve the current situation of landless peasants re employment difficulties.
