Research On The Present Situation And Countermeasures Of "New Farmers' Insurance" In Donggang District Of Rizhao City

In accordance with international standards, China has entered the aging society, and therural area is more severe than city. By the end of2009, the rural population aging degree is2.3times of the city. Overall, the rural aging population would experience rapid development in theyears2011-2060. However, due to the low level of collective security in rural areas, old-agepeasant urgently needs to change to the social security model. Therefore, it is very important toestablish the new rural social endowment insurance system.In this study, the writer uses several methods, such as the combination of theory andpractical work, data analysis and random questionnaire. From Donggang District of Rizhao City,we could see the new rural social endowment insurance policy has been implemented very well.Up to2013, it had included rural farmers, landless peasants and peasant workers. But there arealso some problems, such as the worrying of long-term inflation, the difficulty of low incomepeasants to pay the insurance continually. Therefore, many people choose the lowest premiumstandards of the insurance.There are several ways to solve the above problems. First of all, Increase propagandiststrength to enhance peasant to participate in the new agricultural insurance. Secondly, continueto increase government investment. Thirdly, strengthen grass-roots platform construction tosolve the weakness problem of handling platform. At last, try various ways to increase peasants’income, etc…...
