Since China's universities began to expand enrollmentsince at the end of the last century,the number of China's universities have an explosive growth.Correspondingly,the number of real estate in universities is increasing day by day.In order to meet the needs of such a large number of teachers and students,a great deal of laboratory,library and so on needs to building.To provide a good material foundation for the teaching and scientific research,China's universities must scientifically and effectively manage the public property.As an important part of the public housing management process,the management of public property in Colleges and universities is an important guarantee for the sustainable development of colleges and universities,related to the normal order of scientific research and teaching,which is of great significance to the University.In order to promote the long-term development of colleges and universities,to improve the management and service quality,it is urgent to implement the socialized supply of services in the management of public housing in colleges and universities,introduce the private sector advanced management experience and management knowledge and reshape the management mechanism of public housing.Study on how to introduce the high-quality social resources to participate in the campus market and take part in service competition,how to manage the introduction of property companies,to build a scientific and efficient public housing management mode,has a long-term significance.This paper uses the new public management theory,public choice theory and other related theories,using the method of literature research,comparative research method and case analysis method,through a large number of relevant literatures at domestic and abroad,the property management case study,to summariz some experience and shortcomings.On this basis,according to the author's work practice,this paper introduce the present situation of socialization,the characteristics and related services procurement,daily management and assessment and exit system of property companies of S university;and based on three stages which the property management services procurement,property daily management and property management service quality assessment of the three stages of the existing problems and found that the current University of public housing property management services procurement process there are imperfect property procurement system,property management service providers unstable,the quality of service purchased is uncertain;there is a conflict of interest between the university and the property service enterprises in the daily management of the property,the service contract period is too short and the management efficiency is not enough;in the stage of property management service quality assessment,a mature and scientific evaluation mechanism has not been formed yet and other issues.The author analyzes the causes of these problems and points out that the concept of management has not been completely changed,the difference that between the property management and social property management,the property management service and other ordinary commodities,and the lack of understanding of the service quality performance evaluation is the reason for the above problem.On the basis of the above work,the author proposes to formulate that making the the relevant laws and regulations,give some financial support and preferential treatment to the property management companies engaged in property management services in colleges and universities;at the same time,the colleges and universities adopt property management service enterprises bidding mode,seting up the property management center,building vertical and horizontal integration of three-dimensional comprehensive evaluation index system and other strategies and recommendations.
