Research On Strategy Execution System Of AVIC Hunan Aviation Engine Co.,Ltd.,based On IBSC

With the rapid development of national economy,people's living standards increas,general aviation industry turn into a new generation of sunrise industry.From 2010 our country gradually liberalized the low-altitude airspace control,the general aviation industry ushered in a great opportunity for development.AVIC Hunan General Aviaion Enginen Co.,Ltd(GAEC)attaches great importance to this development opportunity,and formulate the o verall development objectives.In order to ensure the realization of strategic objectives,we take GAEC as the research object,and try to build the strategy execution system of GAEC.This paper analyzed the theoretical basis of strategy execution,on the basis,combing the related concepts of strategy execution,the main analysis tools of strategy execution and the relations between the implementation of strategy and BSC,proposed the IBSC.We designed the questionnaire to analysis the status of strategy implementation of GAEC,found that there are some problems in the process of strategy implementation,such as low strategic consensus,weak strategy execution culture,imperfect budget management process,undecomposed strategic objectives,poorly designed performance indicators and so on.We built the strategy execution system basis on these problems,through four links which including strategic describe,strategic measure,strategic alignment and strategic control to integrate corporate strategy and IBSC.Finally,proposed the operation support of strategy execution system,such as organizational security,system security and resource protection,analyzed the reason of strategy execution risks and pointed out the following direction of improvement.In this paper we take GAEC as example to build IBSC,different form the previous studies,we elaborated the whole process of how to apply IBSC,pointed out the direction for other companies,it has a certain theoretical value and practical significance.
