H Municipal Government Procurement Platform Optimization

In recent years,with the rapid development of government procurement activities,and at the same time in the relevant laws and regulations in the process of establishing and perfecting continuously,the government procurement activities of each index parameters also gradually mature,along with the Internet technology with each passing day,the government purchasing electronic also opens a branch to leaf everywhere.But at different areas,the degree of government purchasing electronic still exist bigger difference.Brief introduction of the concept of government procurement,and discusses the pattern of government procurement processes,methods and the present government procurement activities,with the H city in zhejiang province as an example,analyzing the H city government procurement status quo,and points out the existing shortage,it is concluded that the importance of government procurement platform optimization.From the platform of the existing system process,system functions and data flow analysis,it is concluded that to optimize the government procurement platform must be from three aspects as system,business,technology optimization,and according to the existing government procurement platform for optimization.Separately from the personal information,budget approval process,to plan implementation,evaluation system and data management,the government procurement platform from five optimization,and to evaluate the optimized platform for analysis.Although is not comprehensive analysis in this paper,using the technology are also slightly immature,but it can be as a reference of government procurement platform optimization,to promote the electronic construction of government procurement.
