Financial Evaluation Model Design Of Waste Incineration Power Generation Projects Based On BOT Pattern

Currently,waste disposal and utilization in China,even in the world,is a key issue.In recent years,waste incineration power generation as aeffective way to achieve the goal of waste reduction and recycling was put in the local investment plan and ready for implementaround the country.Meanwhile,more and more public facilities project which used the BOT pattern appeared quickly,it can alleviate the fiscal burden of government,introduce the social capital to participate in infrastructure construction,and achieve win-win and mutually beneficial role.This paper studied and summarized thepapers of financial evaluation of environmental protection projects,BOT projects,and waste incineration projects.It built a waste incineration power generation BOT project financial evaluation system,and made an in-depth explanation based on several parts of the concept,classification,content,methods and procedures of financial evaluation.It also designed and constructed a financial evaluation model of waste incineration power generation BOT projects based on their own characteristics.Finally,this paper used the case of a waste incineration power generation project of Luoyang to test the applicability of the evaluation model.The model consists of project investment estimates,cost estimates,financing plans,income estimates and other basic content.It usedfinancial statements to finish the financial analysis of the project.Besides,it made the sensitively analysis and risk assessmentbased onthe key factors of investment,subsidized price,the amount of waste,etc..This model used the waste disposal subsidized price estimates to reflect and evaluate the social benefits of waste incineration power generation projects.Eventually,it combined theresults of financial feasibility analysis and social benefits analysis drawn to find out the conclusion of whether invest in the project.The model ofthis paper aims to solve business problems in the project's financial feasibility,waste disposal subsidized price forecasting and risk assessment,etc.,to help enterprises use the capital to invest reasonability,scientifically and effectively,to provide a scientific toolfor enterprise to make investment decisions.
