Research On Food Safety Supervision Issues In Zhenlai County

In recent years,food safety problems have been more and more concerned by Party committees and governments at all levels.At the same time,food safety is not only related to the image of the government,social stability,but also related to the vital interests of the people of the hot issues.However,China's food safety problems have become increasingly prominent,especially in the counties that are in the border and minority areas,some remote villages and towns,existing food safety management is facing severe test.The main research object of this paper is the theoretical and practical problem of county and township government food safety regulation.China has vast land and scattered population,there are variety of food processing and circulation forms,food safety management is an arduous task.Especially in Yunnan province,which is located in the border area,compared with the national food safety regulation Yunnan has its commonality and particularity.For the remote minority areas,food safety regulation not only should be synchronous with the national regulation at the same time,but also need to adjust measures to local conditions and the overall service.So,first of all the author compared the domestic current food safety regulatory system with foreign countries,find out the law of food safety supervision at the same time,based on the status of ZhenYuan hani yi lahu autonomous county,through the investigation and study,literature study theory,generalized analysis,analyze the present situation and the existing system of ZhenYuan county food safety regulation,carried on the thorough discussion to the disadvantages reason,find out some regularity,and put forward constructive regulatory measures.Paper uses the case analysis,literature research,analysis,comparison and other research methods,research summarizes the research results at home and abroad and expounds the relevant concepts,theoretical definition of food and food safety and food safety regulation of the basic definition,clear some basic theory of the food safety supervision.And domestic research status of food safety management and the theory of study abroad are briefly summarized,our country food safety public management theory and government regulation theory,organization theory are analyzed,and conclude the theoretical experience.Within the process of writing,I focused on ZhenYuan county's special geographical position and the current situation of food safety regulation,combining ZhenYuan county in view of the current situation and problems of food safety regulation,analyzed the reason,according to the county's food safety regulatory responsibilities,system of laws and regulations construction,food operators to scale the status,the food business and regulatory status of investigation,analyzed and researched the current situation of food regulation system of counties and townships,found out the food safety regulatory rules provided for ZhenYuan county.Discusses the experiences and lessons from domestic and international food safety supervision at the same time,by the vertical combination of dependency management and supervision mode,pays attention to the food safety regulations and standards system construction,food safety regulation system construction,and illuminates that the food safety regulatory system is the core component of the regulatory system,a completed system of food safety,good internal operation mechanism can make food safety regulatory run smoother,and make positive influence on food safety supervision.Paper finally puts forward countermeasures on strengthening ZhenYuan county food safety regulatory proposal,and puts forward measures to prepare ZhenYuan county food safety regulation,also puts forward the feasible reform plan on how to integrate resources of department,and strengthen the first responsibility system in enterprise,implementation of information grid regulation,how to strengthen the construction of a food inspection institution and make the food adverse reaction monitoring system countermeasures be perfect for ZhenYuan county food safety supervision.
