Since the reform and opening up,China has begun to vigorously promote the rural economic construction,has made great achievements.At the same time,the work of rural financial reform has played a significant role in the development of rural economy and the improvement of living standards.At present,China's agriculture is still faced with the shortage of capital investment,the development of capital shortage,which seriously restricts the construction of new socialist countryside and the sustainable development strategy of agricultural economy.From the general characteristics of the development of market economy,we can know that the efficiency and speed of economic development depend on the function of the finance.Rural economy to achieve growth and sustainable development,it is necessary to build a new countryside at the same time,the use of rural finance,credit as a means to manage and promote the effective operation of agricultural related capital.With the rapid development of rural industry modernization,the rural finance can provide effective support for the rural economy.In order to better promote the rural construction and development,we must establish,perfect and develop a new type of rural financial system.This paper has expounded the research background,research significance and the results of previous studies,explained what is rural financial system,the basic way to develop rural economic construction is to develop rural financial system,and pointed out the problems of rural financial system reform.Second,this paper has analyzed the common problems in rural financial development.Again,the paper has put forward the rural financial system reform.Finally,based on the above analysis,the paper has put forward the following suggestions for the reform of the rural financial system in the new period of our country:First,efforts to improve the farmers' own capital accumulation and correctly guide the private capital activities,improve the supply and demand market of rural financing system.Second,the formation of the channel of rural financing system diversification,actively expand financing channels for investment in rural China.Third,improve the role of financial institutions in China's rural financing system,promote the innovation of rural financial organizations,and actively develop rural small financial institutions.Fourth,improve the rural finance in our country government policy system,reform of rural finance and credit system;restrictions on private lending policy adjustment;to establish a more perfect system of agricultural insurance;establishment of rural fund backflow mechanism;strengthen the construction of rural credit system;to strengthen the construction of legal system of rural finance;adjustment of agricultural industrial policy;increase state funding for agricultural inputs and guide.
