New energy vehicles industry as a strategic emerging industry which can reduce the energy consumption and environmental pollution,its development and expansion has extremely important influence on the process of our economic transformation.Since the "863" electric vehicles major projects start up at early 21st century,the development of new energy vehicles industry gets more and more attention and recognition,and related policies introduced gradually.However,due to the automobile industry foundation in China is weak,the new energy vehicles industry started relatively late,and that led to some questions such as the new energy vehicles core technology in China is not mature enough,the market share level is low,and the whole industry's development situation is not so well etc.Policy tools as an important kind of factors which affecting the development of new energy vehicles industry,the scientific nature and rationality are very important when it is setting.This article establish a new energy vehicles industry policy analysis framework which based on the perspective of government's policy tools,it combined with three aspects:the basic dimension of policy instruments,industrial activities and policy direction,then carry out the classification,coding and quantitative analysis under this framework with the samples of collected policy texts.Based on the in-depth analysis the lacking,overflow and misallocation of policy tools in new energy automobile industry policy system,this research took full consideration of the requirement of new energy automobile industry development,and put forward the corresponding solution and policy suggestions,in order to provide reference for the policy tools formulation,implementation and adjustment.
