Research On The Issues Of The New Agricultural Business Entities Cultivation In Changsha City

The cultivation of new agricultural business entities in Changsha City is directly related to transformation of agricultural development mode, realization of agricultural modernization and increase of farmers' income. Foster efforts to resolve cultivation issues in Changsha new agricultural business entities have practical significance. This study start from the actual situation of Changsha City, considering the current situation of the development of the new agricultural business entities in Changsha City and the typical business model, in order to highlight the importance of nurturing Changsha new agricultural business entities. Using the game analysis to solve the Changsha City, the new agriculture the primary problem faced by the main body--acquisition of agricultural land management right. Using DEA method solve facing Changsha new agricultural business entities in the farmland management right of farmland moderate business scale of the problem. On this basis, put forward 6 proposals to solve cultivation issues in Changsha new agricultural business entities. The major research achievement and conclusions are as follows:(1) Through the development of domestic and foreign typical new agricultural business entities are compared and analyzed, the four points of Enlightenment from Changsha City new agricultural enterprises development:regulate the circulation of agricultural land is an important foundation for development of new agricultural enterprises; state and local policy support is powerful guarantee for the development of new agricultural enterprises; agricultural cooperation organizations and social service is to cultivate the strong support of new agricultural enterprises; adjust measures to local factors, and gradually adjust the measures is direction of development of new agricultural management as the main body of the struggle.(2) through the analysis of Changsha City in rural land circulation farmers and new agricultural business entities of the interests of the game, it can be concluded that:affecting farmers and professional large family farms and, farmer professional cooperatives, agricultural enterprises are main factors affecting the transfer of agricultural land are farmer non agriculture employment opportunities, farmers own employability skills and the government of professional large family and farm subsidies; participation of farmers in the new agricultural business model; agricultural enterprise marketing risk, farmers' non-agricultural employment opportunities and farmers own employment skills.(3) the new business entities in Changsha City agricultural farmland moderate scale management research, the use of DEA method and new agricultural business entities in Changsha city scale of farmland management in 3.36 Hm2,6.01-8.67 Hm2,11.34-14 Hm2, 24.67-27.33 Hm2,38.01-40.67 Hm2,40.67 hm2 six scale regional scale efficiency, but the rest nine regional scale for the non effective size are derived. By constructing the super efficiency DEA model, the efficiency of the agricultural land management in Changsha city is calculated as the hm2 3.36-6, and its super efficiency value is 1.629.(4) In terms of deepening the reform of land transfer mechanism, to build a new agricultural social service mechanisms, explore new and innovative business models and other organizations, several proposals to solve Changsha new agricultural business entities cultivation problem.
