A Political Economy Study On The Realization Path Of Moderate Scale Operation Of Farmland In China

Household contract responsibility system has promoted the rural economy development, but as deepening of the market, the disadvantages of land decentralized management is more and more obvious. Agricultural land proper scale management has gradually become an important issue to consolidate the position of agriculture as the foundation of the economy.The definition of moderate scale is the core of agricultural land moderate scale management. Because the natural resources endowment and the production conditions is vary from one place to another, so we can’t them the same. In addition, the connotation of the moderate scale management should reflect the interests of the operators. The "moderate scale" which meet their demand is the real "moderate scale". In the double goals of graining food production and farmers’ income, farmers and government appeal to different interests, the suitable land scale of farmers and government may be not the same.This paper takes Si Chuan province as an example, and all the analysis will be in a theoretical framework which includes four parts, such as interests, main body, systems and incentive plans. In this paper, we do the empirical analysis of the optimal scale for farmers and the government who have different interests demands. The results showed that, micro and macro production targets is not unified. Farmers adjust the farmland scale in its micro economic benefit maximization, but the government take the entire macro economic benefit maximization as the goal to improve farmland scale efficiency. On the basis of the empirical, this article analysis and solve this contradiction follow the theory framework of interests, behavior, system, incentive. And then put forward policy suggestions, such as standardizing the benefit coordination mechanism, regulating the behavior of the subject, promoting the reform of the system and designing a positive incentive mechanism.
