The Problems Of Rural Collective Construction Land Circulation Under The Urbanization Background

Nowadays, China is in the period of new countryside construction and town-country integration development, there are strong demands on construction land in city development, but rural collective construction land is in a state of oversupply, this may create conditions for our economic development. In the range of current law, the government requisition rural collective construction lands and make them become state-owned lands, by circulating in this way, then they can get to market, which will impede the rational disposition and effective use for land resource. There are many disadvantages for limit the use right of rural collective construction land in collective economic organization, include underestimate the market values of lands and obstruct scientific developments. We should give full play to the basic role of market in allocating resources and protect farmers'rights of make profits form lands. Otherwise, this will slow down the rural urbanization and hinder the urban economic progress, and then we will unable to achieve the goal of overall urban-rural development.With the reform of our land system,governments put forward new contents about circulation of rural collective construction land in order to break through the system, and many areas have putted into practice. This paper aims to discuss the modes of circulation of rural collective construction land and find problems form them, then summarize the reasons by reading a large number of literature. After that, I went to my hometown to do field research to know the situation of rural collective construction land circulation and its influence on the hometown's economic development. Then I used the method of empirical analysis to test the significant effect between rural collective construction land circulation and overall urban-rural development. I found that some villages and towns take an active part in collective construction land circulation to increase farmers'income and promote the economic development. At the same time, I also found that some areas use much of land to build residential district for sale, but no one wants to buy even the price is low. Thus the land resources are still idle and waste. The conclusion of field research is that the local government must according to local conditions to build a new countryside after do polls for farmers and meet their demands for improve living standards. Then arouse farmers' enthusiasm for collective construction land circulation to promote the process of urbanization.The basic contents of this paper are as follows:at the head of this paper is the introduction, its introduce the research significance and background, then summarize the predecessors'research to lay the foundation for writing this paper. The first chapter is about the system of our country's rural collective construction land circulation. Its analyze the modes of rural collective construction land circulation. The second chapter is sum up the main problems during the practice of rural collective construction land circulation. The third chapter is the analysis of these problems. The fourth chapter is the field research of rural collective construction land circulation in hometown, narrate the results of research and empirical analysis. The fifth chapter is the proposals of rural collective construction land circulation which is based on study and research.
