Comparison Of Multinational Industry-University-Research Collaboration Supporting Policy System And The Inspiration Research To Thailand

In the trend of economic globalization,technological innovation has become a key factor in increasing national competitiveness.As an important part of the operation of the national innovation system,industry-university-research collaboration enhanced the scientific and technological innovation abilities.Throughout the industry-university-research collaboration in many countries,support policies make a very important role and gradually become the mainstream of research and discussions.Compared with other countries,Thai industry-university-research collaboration started quite late and the level of industry-university-research collaboration development also has a big gap.Germany,the UK,the United States,Japan,Korea,China and other countries attach importance to make and legislate the industry-university-research collaboration support policy,have accumulated plenty of experience and developed many related policies and laws.Therefore,this paper sort and compare the system of industry-university-research collaboration support policy in seven countries,then combine with the current situation in Thailand and analysis the problems of Thai industry-university-research collaboration support policy.Finally,put forward some policy recommendations for the system of Thai industry-university-research collaboration support policy.The main conclusions of this paper:(1)Thailand currently has developed science and technology research plan of industry-university-research collaboration,special projects,scientific and turning technological achievements into the system,incentive and evaluation mechanisms,intellectual property system and tax incentives,etc.(2)Thai industry-university-research collaboration still has many problems:the industry-university-research collaboration policies are scarce;policy system is imperfect;policy operability is not strong;the main status is not obvious;innovation is not strong;the lack of specific policies;tax incentives is not enough;financial support policy is incomplete;imperfect talent exchange policy and social intermediary service support system is weak and so on.(3)Proposal of important recommendations for Thai industry-university-research collaboration policies:improving personnel training and the exchange of policy,broadening the investment channels of government,strengthening cooperation service system and public technology platform,improving the evaluation mechanism of industry-university-research collaboration innovation,building the coordination mechanism of industry-university-research collaboration,creating a good policy environment of industry-university-research collaboration innovation,and improving the protection of intellectual property rights policy,etc.
