A Study On The New Farmers Training In The Development Of Modern Agriculture

Party Plenum put forward the strategic decision of building a new socialist countryside and emphasized the need to develop new farmers with knowledge,techniques and business operations.No.1 Central Document of 2007 clearly states that "it is primary task of building a new socialist countryside to cultivate modern agricultre ".In addition,?Central Committee and State Council's opinions on the positive development of modern agriculture to push forward the construction of new socialist countryside?shows that the construction of modern agriculture ultimately relies on educated,skilled and operated new farmers.The development of modern agriculture,and take the path of agricultural modernization with Chinese characteristics,are the primary task of the construction of new socialist countryside,which are also the basic direction of China's rural reform and the inevitable requirement of rural work of the scientific concept of development.Modern agricultural is a kind of agricultural on the basis of relatively well equipped for the conditions and material,effective use of modern means of production,scientific knowledge and management and other elements to organize production and management and in accordance with principles of sustainable development.Visible for a long time to solve the "three rural" issue has been a top priority of the Party Central Committee works,how steadily promoting agricultural modernization in industrialization,information technology in the process of urbanization is an urgent need to address the issue.It is undeniable that China's rural labor force status quo does not meet the requirements of modern agriculture to farmers,showing the large number of rural labor,cultural qualities and skills are relatively low,and the brain drain in rural areas,which results in the problem of body missing in the new rural construction and modern agricultural development.Therefore,cultivating socialist new farmers adapt to the requirements of the development of modem agriculture should be given the priority.Since there are contradictions between the requirements of the development of modern agriculture and current farmers' quality,this study attempts to analyze the cultivation of the new farmers from the point of view of modern agriculture and pay attention to the meaning of modern agriculture,current situation and existing problems of the development of modern agriculture and Chinese farmers' quality,and the contradictions between the development of modern agriculture and current farmers' quality.Besides,define the specific requirements of modern agriculture on the quality of farmers.On this basis,quantifying and building our new farmers' evaluation index system through using the corresponding indicators construction method.Finally,describing and referring experiences and practices of other countries in the training of new farmers.On the basis of the results above,put forward practical policy recommendations and programs in order to further promote the cultivation of new farmers to accelerate the pace of modern agricultural development.Based on the reading of the order on the basis of relevant literature,systematically sort the theoretical basis and the success of new farmers cultivate new farmers to carry out training abroad experience,combined with the quality of our present situation of farmers,agricultural modernization to carry out the requirements of farmers and Yancheng practice-based training new farmers,and ultimately realize the path proposed new farmers to cultivate the Chinese agricultural modernization background.Through this study we reached the following conclusions:first,through the relevant literature and the theory of consolidation,this paper argues carry out the new farmer training is an effective and necessary means to steadily promote the modernization of agriculture,based on the human capital investment theory and education theory economics considerations,the Government has actively training new farmers power.Second,there are many successful models of training new farmers abroad,including the East Asian model(in Japan,South Korea-based),the Western European model(in the United Kingdom,France,Germany-based),the North American model(mainly the United States),these successful models illustrate success is inseparable from a comprehensive training and training of farmers system,strict access system as well as agriculture and vocational qualifications linked policies,it is worth our reference.Thirdly,with the development of scientific and technological progress and socio-economic,agricultural production has undergone a profound change,and the current level of quality of the farmers can not meet the requirements of modern agriculture,new farmers to carry out the training work is necessary and urgent.Fifth,through the cultivation of new farmers in Yancheng field research we found that new farmers training work Yancheng has achieved some results,while also facing the low quality of farmers,some farmers ideology behind the training insufficient capital investment,teachers lack of power and other issues.Fourth,to better promote the new culture of farmers,accelerate the pace of China's agricultural modernization,we propose to establish a new system of farmers'education and training,skills training,strengthening the quality of training,establish and improve the education and training of new farmers supporting system four recommendations.
