Along with the rapid development of science and technology,mobile phone function constantly.With fierce competition in the industry environment,It is one of the major changes in moderrn companies to achieve the set goal in the shortest time with the limitation of manpower,materials and financial resource,which also proves the importance of R&D project planning and progress dynamic management to sustainable development of enterprise.Therefore,enterprise for its advantage in the market niche,they hope to shorten the product development cycle,to launch the market ahead of the others,to improve the early stage of the market share.Starting from the basic theory on project,this paper firstly states R&D project Management cycle and processes,concludes the key points that should be increased in the course of R&D project management,which would influence the result of project management.First of all,this paper as much as possible to find the influence factors,the new mobile phone development project extension.Using AHP,AHP cuts complex decision scenarios into smaller parts and organizes them into a tree-like hierarchy.The weight is then given to the relative importance of each part,and the partial priority is analyzed.For decision-makers,the hierarchical structure helps to understand things,but in the face of "select the appropriate program",must be based on certain benchmarks,the evaluation of alternative programs to determine the superiority of each alternative program(Priority),From which to find the appropriate program.This study uses AHP rigorous and accurate features,to avoid human likes and dislikes,intuition or any other impact and lead to wrong conclusions.AHP proposes to systematize the problem,and give hierarchical decomposition,and then to quantify the judge,and then to a comprehensive assessment to facilitate decision-makers to make a more accurate decision to reduce the decision error.In the use of successful examples are not unusual.Finally,through the AHP weight calculation method,in the project management side,the definition of demand side,R&D side of the problem,RD professional side,management processes and tools,to find the four biggest factors that affect the delay.The main steps of R&D project planning are summarized in this paper through analyzing R&D project development life cycle,project management flow,project documentations management procedure.Combining the experience in project planning,propose several key issues that should be paid attention to in making its plan.And strengthen the management of constraints,make project planning with powerful Implementation ability to lay the foundation of effective project Management and resource distribution and to improve the R&D efficiency.Using the Test Plan and other management methods,as managers focus on management reference.So as to solve the above problems,so that the project can be implemented.Faced with these problems,this paper believes that the new mobile phone research and development projects,can determine the listed time from the following aspects.Use the project network diagram for the project "gear",in the "gear" to meet the project start date,the task itself duration,the relationship between tasks,the duration of the overlap time or delay time,the task between the restrictions and key Path and other elements to be arranged.The project team work attitude adjustment,the accurate positioning of customer demand,the key operation path,set reasonable loose(CPM),to strengthen the temporary demand specification change coping ability;design must consider the realization of the production technology.
