In the context of the new economic norm,building the Beijing-Tianjin-Hebei region as a new growth pole is one of the most important national strategies of our country.Transport infrastructure plays an important role in the Beijing-Tianj in-Hebei integration process.At present,each city focuses on their own administrative area in planning and construction of transportation infrastructure,lack of consideration of spillover effects on its surrounding cities.In the actual development,the comprehensive transportation network has been formed in the developed areas,which is gathering talents,science and technology and factors.While the outflow of production factors is serious in the backward areas,so development gap is widening.Therefore,studying the spillover effects of transport infrastructure is of great significance in improving the effectiveness of existing planning policies and promoting the overall development of Beijing-Tianj in-Hebei region.In this paper,the existence,the direction and the degree of the spatial spillover effects of traffic infrastructure are studied,and also the difference of spillover effects based on geographic matrix,scale matrix and industrial matrix spillover effect.Suggestions are put forward to narrow the gap of economic development between cities and promote the overall development of Beijing-Tianjin-Hebei area.First of all,this paper analyzes the theoretical premise and the function path of the spillover effects of transport infrastructure.The spatial dependence of regional economic development,the network of transport infrastructure and externalities are the theoretical premises of spatial spillover effects.The spatial spillover effects are affected by geographical location,market size and industrial structure,which lays the theoretical foundation for the follow-up empirical research.Secondly,based on the spatial exploratory analysis method,this paper studies the development status and spatial distribution of transportation infrastructure and economic growth in Beijing-Tianjin-Hebei region.Traffic infrastructure and economic growth in Beijing-Tianjin-Hebei area showed a stable upward trend,but the spatial distribution was extremely uneven.The Beij ing-Tianj in-Hebei transportation infrastructure is characterized by a "center-radial" centered round Beijing-Tianjin.The spatial distribution of economic growth is "center-periphery".And the distribution of transportation infrastructure and economic growth is very similar.The global and local spatial autocorrelation of Beijing-Tianjin-Hebei economic growth are significant,which fully demonstrates the importance of empirical analysis of spatial measurement model.Thirdly,based on the empirical study of the dynamic spatial measurement model,the gap of spatial spillover effect based on geographic matrix,scale matrix and industrial matrix is studied.The results show that:The static space model has a high estimation result,and the dynamic panel model compensates the deficiency of the static model by adding one lagged data of the explanatory variables.Second,the output elasticity of fixed assets and labor force is the largest,but the elasticity of output of transportation infrastructure cannot be ignored.At the spillover effect level,the output elasticity of the highway is larger than the output elasticity of the railway.The spillover effect based on the size matrix is the largest,and the spillover effect based on the second industry matrix is larger than that of the third industry matrix.Finally,according to the above conclusions,the corresponding countermeasures are put forward to promote the overall development of Beijing-Tianjin-Hebei area.First,in order to make full use of the positive space spillover effect between cities,"multi-layer network" of the transport infrastructure should be constructed.Second,reduce the road tolls,and strengthen the construction of high-grade highway infrastructure.Third,promote the construction of intercity highways.Fourth,strengthen the transport infrastructure construction for the second industry dominated areas,and strengthen the network and other virtual infrastructure construction for the third industry dominated regions.
