Energy is indispensable to the whole society and plays an important role in the development of economy.However,a series of energy problems,such as the contradiction between energy supply and demand and the serious environmental pollution,have restricted the sustainable development of economy.Therefore,improving the efficiency of energy usage and energy-saving is vital in this situation.Construction industry is the pillar industry of our economy,and there are so many problems such as over energy-consuming?heavy environmental pollution and low efficiency of the energy usage in this area.Our country has a vast territory and each province of China has its distinguishing feature in the construction industry.So measuring the provincial efficiency of energy usage with a more objective and accurate method and figuring out the influencing factors affecting the efficiency of energy usage and the potential of energy-saving of each province can help a lot in making reasonable energy-saving countermeasures.Based on the the traditional DEA(Data Envelopment Analysis)model,this paper firstly constructs the DEA game cross efficiency by introducing the cross evaluation mechanism and the game theory based on the provincial panel data from 2005 to 2015,and then measure and rank the energy efficiency of the inter-provincial construction industry in China based on the two energy efficiency measurement models.Based on the DEA game cross efficiency model and Malmquist index,the Malmquist TFP index based on DEA game cross efficiency model is constructed,and the dynamic changes of energy efficiency in each province are further investigated.Secondly,using the panel Tobit model to deeply study the main factors that affect the energy efficiency of the construction industry in each province,and systematically analyzed the mechanism of each influencing factor.Finally,on the basis of calculating the energy saving potential and energy saving potential of each province's construction industry,this paper systematically and comprehensively analyzes the energy saving potential of China's construction industry from both horizontal and vertical perspectives.Through the research of this paper,we get the following conclusions:(1)DEA game cross efficiency model makes up the traditional DEA model easy to exaggerate the advantages of their own advantages and the shortcomings of the decision-making unit can not be fully effective sorting,based on DEA game crossover efficiency model of the provincial construction energy efficiency measurement results more real andreasonable.(2)The average level of energy efficiency in China's construction industry was low form 2005 to 2015,but it showed a gradual upward trend.There are significant differences and uneven distribution of energy efficiency in the the inter-provincial construction industry.The total factor productivity of China's construction industry increased by 3.5% on average,and the technical efficiency was more obvious than that of technological progress.From an inter-provincial perspective,the total factor productivity of construction in most of China's provinces showed an increasing trend year by year,indicating that the total factor productivity of the construction industry in most provinces is growing at a healthy pace.(3)The proportion of electric power consumption,the level of technology,the level of development of the construction industry and the average scale of the industry have a significant positive impact on the energy efficiency of the construction industry.The internal structure of the construction industry and the degree of development of the auxiliary industry are negatively correlated with the energy efficiency of the construction industry.The degree of marketization has a positive effect on the improvement of energy efficiency in construction industry,but the impact is insignificant.In addition,the impact of various factors on the level of energy efficiency in the construction industry in each province varies.(4)The energy-saving potential of China's construction industry is declining year by year,but there are significant differences in the energy-saving potential of the regional and provincial construction industries.Under the existing technical level and output conditions,the provincial construction industry still has large energy-saving space and potential.Therefore,in-depth mining of the province's construction industry on the basis of energy-saving potential,should be based on the province's actual energy-saving construction industry to develop appropriate energy-saving policies.
