Research On Logistics Center Function Layout Of Ji'nan Comprehensive Bonded Zone

Economic globalization and regional economic integration have become the two major themes of economic development.And economic exchanges among regions and countries have increased greatly.It further promotes trade contacts between China and other countries and the growth of import and export goods trade with a proposal of the Belt and Road Initiative and the development of the export-oriented economic in China.As a major province of export trade,Shandong province will undertake more bonded logistics business in the future.It is urgent to plan and operate the bonded logistics center so as to support the development of bonded logistics business.Jinan is the capital city and the logistics center of Midwest in Shandong.The development of its bonded logistics industry will further expand the opening degree in Midwest of Shandong,and promotes economic growth.Hence,this paper takes comprehensive bonded area logistics center of Jinan as the research subject and mainly researches the following three aspects: the functional system construction,cargo flow forecasting and functional layout planning.In the functional system construction,this paper mainly researches the five aspects:market orientation,function orientation,main business orientation,business process design and functional zoning.And it establishes international container transport mode of comprehensive bonded area logistics center of Jinan,which bases on iron,road,air,sea multimodal transport.It designs four business processes,including distributing the bulk of foreign imports to domestic market,using LCL to domestic exports in the bonded logistics center,temporary processing and handling of goods in transit trade,and the VMI of service export processing zone,and also it makes a reasonable division of the various functions.In the cargo flow forecasting,firstly,this paper analyzes the source of cargo and predicts the structure of the cargo.Secondly,the cargo flow of Jinan bonded logistics center is predicted by the both methods of grey system analysis and driving coefficient linear time prediction so that we can predicts the cargo flow in each functional area and calculate the required acreage of each functional area.In the functional layout planning,this paper uses improved dynamic SLP method.Firstly,this paper introduces dynamic SLP method briefly,and describes general procedures forfunctional layout planning.Secondly,through the correlation analysis of each functional area,we can obtain the comprehensive relationship grade correlation graph of the functional areas and establish preliminary layout plan of the functional areas.Finally,the optimal solution is selected according to the method of weighted average evaluation factors,and it is made appropriate adjustments based on the analysis of the functional area line,building shape size and topography to form the final functional layout program.
