The foreign trade is the core of each country's foreign economic relationship and the important way to accelerate economy development, it's so important that it can not be substituted during the development of each country's economy. Since the reform and open, our foreign trade keeps good development, and forms our unique trade structure which takes Processing trade as the main trade way and the foreign investment enterprise as the import and export main body. With processing trade import and export large-scale growth, China becomes the production and purchase base of many multinational manufacture enterprises and circulation enterprises. If China wants to be the real production and purchase base, it needs to develop Logisticss. Our processing trade mainly concentrates in the bonded areas, the processing trade areas and other special economic regions which conduct bonded system. This needs to add the logistics function into the existing bonded system to form a new bonded pattern --- Bonded logistics Center. After more than two years of development, although the Bonded logistics Center obtains some achievements, it needs to be improved in respects of construction and optimizing. Therefore, how to construct and optimize our Bonded logistics Center becomes one important issue worthy of care and research in this field.The text of this article is composed of preface and 5 chapters.In the preface, it mainly contains the background of research,meaning of research, way of research and logistics train of thought and structure of text.Our foreign trade and processing trade develop fast,international logistics demands huge,at such background, analyzing our existing bonded logistics form through deeply learning and researching theory and actually case related to the Third-Party Logistics;finding out the deficit of our existing bonded logistics form through comparison between domestically bonded logistics form and foreign bonded logistics form similarly;putting forward my view of improving our existing bonded logistics form through standard analyzing and actually case analyzing.I hope these advices could be a reference for constructing and optimizing bonded logistics center, I hope these advices could contribute to promoting our processing trade.So that's why I pointing out the purpose and meaning of this article.The first chapter is summary of research achievements about bonded logistics issue.I separately conclude the documents about bonded logistics issue according to domestic and foreign system, finding out foreign modern logistics management has been such a important branch subject in the management science, however,they did not paid much attention about bonded logistics research, which has not been a system. In our country, research about boned issue is more than research about logistics and bonded logistics, which hinder development of new bonded form.In the second chapter, I put forward the concept of bonded logistics definitely and discuss the important economy meaning of constructing bonded logistics center to local government and our country's foreign trade.Through information management of"bonded logistics center", it could enhance efficiency of custom clearance and shorten the time. So, enterprises in the center could cut down cost mostly and enhance competitiveness. From social strategy respect of local economy, it could not only enhance the competitiveness of local district,but also integrate local logistics resources so as to improve service level of local logistics center, promoting global supply chain formulation and industry structure optimization. It's important for local economy and social development. Regarding to our country's economy and trade development, on the one hand, bonded logistics center provide kinds of logistics service to the supply chain enterprises,which is good for optimizingour country's investing environment.On the other hand, optimizing industry chain in-depth processing and extending processing trade could bring the chance of turning Chinese processing and manufacturing competence into international competing advantage and create opportunity of turning processing trade into overall advantageIn the third chapter, I analyze current situation of construction of bonded logistics center. At present, bonded logistics center is at initial phrase, for economy development and other reasons, most bonded logistics center were built at cities along oceans. In our middle and west cities, bonded logistics center is still absent or just started construction. Afterwards, I introduce shanghai WaiGaoQiao bonded logistics district and shuzhou industry district custom bonded logistics center which are the top at present in our country. Finally I analyze the problems during construction process of bonded logistics center:1. Postion are out of accord with development of bonded logistics center.At present, mainly business of most bonded logistics center in our country is still about warehousing and some simple processing. International change business and service business develops not well, which despairs advantage of bonded logistics center.2. Too many leaders and policy of each department are not the same.Bonded logistics center is a special economic district supervised by custom; however, it refers to foreign exchange department, tax department, commodity inspection department and local government. On the one hand, there is lack of an independent managing organization for bonded logistics center construction management. On the other hand, each managing department has different rules about business process, as a result,the principle"free firstly,control secondly,freedom in the district"didn't be conducted.3. The Third-Party Logistics develops slowly. At present, mainly business in logistics is about bonded warehousing, which limits development of high level logistics activities. The third-party logistics and supply logistics should have developed. In the fourth chapter, I put forward a view that in order to solve the problems in the bonded logistics center, we need a standard and scientific construction and management pattern.The concrete solutions are as follows:Firstly, we need abide by economic basic principle and other basic principle of constructing and integrating the bonded logistics center, including existing law and rules.Secondly, the construction purpose should be definite. Thirdly, we need observe the principle of logistics district construction during construction process. It contains location choosing, inner district planning, transportation process organization, cargos process organization. The last, in order to guaranty running efficiently, we have to design the pattern for actually running the bonded logistics center.In the fifth chapter, I put forward my view that in order to realize the purpose of constructing and optimizing bonded logistics center, we need optimizing existing policy of the bonded logistics center and reform supervision of the Custom.At the aspect of optimizing bonded logistics policy, I suggest that first of all, we should establish a national organization for managing bonded logistics center. Then, we should promote the tax favor function of the bonded logistics center.At the aspect of supervision pattern reform of the Custom, I consider that the current situation of bad service and hard custom clearance should be changed. At last, we need establish and integrate logistics information system of the bonded logistics center, making it running stable and safely, provding information to supervising department, other coordination department, other enterprises and clients.Generally speaking, the innovation point of this article is that according to the bonded logistics center, put the bonded system and logistics management together to research. On the basis of learning international trade and logistics management theory, I put them into the research of bonded logistics center construction and optimization. During the research process, I integrate the way of standard analyzing and the way of case analyzing, putting whole analyzing and concrete case together, conducting way of comparison and sketch map to explain,making the reform idea more persuasive.
