China plays an important role in an international issue of carbon emission with the rapid development of its economy.China is now at a stage of accelerated industrialization and urbanization,certainly,China's energy demand will continue to grow to make China a large energy consumer country.Carbon emissions are related to energy consumption closely.Since China's reform and opening-up policy and globalization process move forward,the impact of international trade on carbon emissions is increasing.It is important to study the role of the industry in the transfer of carbon emissions.This article researched in central Europe economy-the mutual relationship between carbon emissions.The author studied China and the European Union carbon industry transfer from 2000 to 2014,chose appropriate analysis method to study central Europe's carbon transfer status and changing trend.With the research data of carbon emissions transfer intensity from the direct path,implied,control,structure level,author put forward relevant energy policy advice,assisted decision-making departments to develop a more scientific and targeted planning and trading management scheme to reduce emissions.The study consists of following four parts:Firstly,the scale and structure of direct carbon emissions were studied based on the China-EU trade and carbon emissions data from 2000 to 2014.Found that manufacturing is in the core position.In addition,larger raw materials production and processing departments directly transfer carbon emissions intensity was low in China-EU trade,the reason was mainly because that the departments were focused on the domestic trade.Secondly,the scale and structural changes of implied carbon emissions were studied based on input and output technology.Results showed that chemical products and metal processing industries transfer rate had been in a high level during the study period,which explained the trade was active,but had no obvious tendency of policy and technology breakthrough.Thirdly,according to the network analysis method,the quantity and structure changing of the controlled type carbon transfer was studied,and the control dependency index of various departments was calculated.Results showed that manufacturing department is the core controlling department.Departments with dependent figure are raw materials production and processing enterprises in the current global excess capacity caused a large number of trade disputes.Cutting capacity and improve the energy efficiency of these departments maybe helpful.Finally,path analysis method and quantitative research are used to study the carbon transfer in China-EU trade.The results showed that the most important carbon transfer domestic path is the construction industry to non-metallic mineral property;the public sector in the EU is closely linked to Chinese small and medium-sized manufacturing trade,and has shifted a great of carbon emissions to China.
