Tax Benefit Distribution Of Baihetan Hydropower Station Across The Province Administrative Coordination Failure Case Studies

Among many renewable,clean energy,low comprehensive cost form of energy,water and electricity supply is the share of the highest,the most mature development technology.77% of China’s hydropower resources distribution in the southwest and northwest regions,such as through the intersection of jinsha river valley in sichuan and yunnan in southwest region,the terrain ups and downs,flow speed,subtropical monsoon climate,rainfall is large,rich in water.Water is big,fast speed,it is rich in water.But hydropower development level is much lower than in other countries of the world water can be relatively rich resources.We have our own unique hydropower resources,if not to make full use of it is a pity.Despite the early stage of the hydropower development funds is very big,long return period,but the overall cost of hydropower development is low,after the completion of stable operation and power supply price is low,and large hydropower station has the capability of peak-load regulation,it has to improve power quality,safety,and a large number of comprehensive utilization efficiency,to reduce costs,safeguard China’s energy supply in a reliable way.This is also to raise local revenue,pay attention to ecological protection.Many large hydropower project in China,however,due to the river itself across regions of the influence of natural features,belongs to the production and business operation to different regions,this creates between the regional government tax revenue distribution for cross-regional hydropower project,tax income distribution affected the region coordinated development,more conducive to coordinated development of regional resources.This case mainly adopts the research method of combining theory and practice through a large number of documents,literature search,understand the related research results at home and abroad,the reference to the other hydropower project information and data,forming the theory system of this study,through case analysis,empirical research,collection of data to conduct the thorough research to the key elements involved in,from the perspective of regional cooperation,based on the current across the province(area)in the construction of hydropower project between local governments tax transverse distribution are analyzed,problems such as in the form of case analysis from the policy background,the administrative coordination way,problems such as to perfect the cross-regional through administrative coordination promote cooperation hydropower tax allocation problem.Through the analysis of reason for the case problems,find a way to solve the problem of tax allocation.
