A Study On The Impact Of The Right Of Certification On Farmers' Forestry Investment Behavior

After the Collective Forest Tenure Reform,the main status of farmers' forestry production and management has been determined.Farmers' forestry investment behavior has an important influence on the forestry development.The purpose of this paper is to explore the impact of assigning mountains to families and the collective right to do certificationon the investment behavior of farmers,so that whether it achieve the desired results or not;to provide a reference for the government to develop doing the right of certification and other relevant policies which can make a deeper progress on Forest Tenure Reform.First of all,this paper expounds the theoretical basis of this study:property rights theory and farmer behavior theory;introduces the collective right to do certification in Fujian Province and the development of forestry after doing the right of certification.Secondly,compared the behavior of farmers' forestry management before and after doing the right of certification,found that forestry has been developed in Fujian Province and farmers' forestry investment and outputs have increased.Thirdly,this study is based on the survey data of Fujian area investigation and monitoring of Collective Forest Tenure Reform.Through the establishment of multiple regression model to verify doing the right certification on the impact of farmers' own labor and capital investment,found:the collective right to do certification has a significant impact on farmers' forestry investment especially the capital investment.But,it has no significant effect on the labor investment;on average,if farmers have forest warrants,their total forestry investment will increase by 50.8%,capital investment will increase by 72.7%;the proportion of ecological public welfare forest has a significant effect on the capital investment of farmers;forest disputes have a significant negative impact on farmers' capital investment;satisfaction with forest right mortgage loan of farmers has a significant positive impact on the farmers' labor investment.Finally,According to the empirical analysis results,suggest that:First,resolve forest disputes,to lay the foundation for the right certification.Secondly,improve the rate of the right certification.Thirdly,actively handle the forest warrants account procedures.Fourthly,optimize the forest warrants permit service.Fifth,deepen the reform of forest ownership,and promote forestry investment to further improve.
