Educational equity is important assessment criteria of social justice,well compulsory education is the important cornerstone of all educational period.People all over the world pursue fair in compulsory education.Compulsory education should be provided mainly by the Government for the public welfare service characteristic of compulsory education,the resource allocated in compulsory education should be fair,especially that of the equal investment in public finance area.Therefore,it's necessary to study the fairness of public finance which is invested in compulsory education.This paper is going to do intensive analysis on the fairness of public finance which is invested in compulsory education with academic methodology like literature review,qualitative and quantitative analysis as well as empirical analysis.The paper is divided into six parts.The first part introduces the thesis research purpose and research significance,as well as literature review,research method,expounds the innovations.The second part is the theoretical basis of this article,which includes the conception of the topic and related theories such as public goods theory,fiscal decentralization theory and principal-agent theory.The third part starts with the current policy of our country compulsory education financial investment,and then research on imbalance compulsory education financial investment in China by statistical method,analysis unbalance among different regions and the trend of it.The fourth part is the causes of the above situation,for example regional economic factors and the analysis of the defects of the system of compulsory education finance,and the limit of financial transfer payment process.The fifth part is international experience for this issue,and the last part provides suggestions for the government to establish equal financial system in compulsory education.
