Research On The Adequacy Of Financial Investment For Compulsory Education In Counties

Sufficiency,equity,equality and efficiency are four commonly used standards,on which are mainly based to make education policies,to evaluate education financial policy.The adequacy of education takes both efficiency and equity into education financial system’s consideration.Now there are economic base and educational needs for the adequacy of compulsory education finance investment in our county.At present,many studies have analyzed the amount of education finance investment at the macro level.Based on the micro level of schools,teachers and students demand,this paper makes an empirical analysis on the adequacy of financial investment in counties.This paper analyzes the investment level of county H,Shandong province,using literature review,statistical measurement,investigative method,comparative analysis method and adopting the ratio of educational expenditure to GDP,the proportion of the investment of compulsory education in the investment of education,the ratio of personnel funds to public funds,select 4 primary and secondary schools to analyze the difference between urban and rural areas.Compared with the overall investment level of Shandong,obtain three conclusions of financial input adequacy in county H,and discuss some problems in funds input,teacher resource,system construction.Last but not the least,drawing lessons from the research results and practice of American adequacy education finance,I will give some specific suggestions about study and policy aspects.
