Research On The Role Of Taian Government In The Modern Logistics Development

Along with the readjustment and upgrading of the industrial structure of China's economy,modern logistics industry has gradually become an important support in advancing the national economy.As an emerging composite service industry,modern logistics covers a wide range of fields,such as transportation,warehousing,manufacturing and information processing.Also,it is irreplaceable for all departments,industries and enterprises of regional economy,and is considered as the crucial basic industry in the national economic system.For the local economic development,an efficient and reasonable operation system of modern logistics industry also plays an important role in driving local economic and social development,while it is still controlled and supervised by several government departments.Tai'an City,centrally located at the Shandong Capital City Economic Circle,serves to be a significant part of national integrated transportation junction where Beijing-Shanghai meets Jinan-Qingdao,two integrated transportation channels.Meanwhile,situated at three hubs connecting communication between north and south,east and west,as well as China and foreign countries,Tai'an City enjoys abundant resources and evident position advantage.Over the years,with the support and guidance from the national and provincial industrial policies,Tai'an takes on an accelerated modern logistics development,yet some problems of government are revealed in the process.Therefore,how to give better play to the functions of local government in leading and adjusting industry development and promote a healthy and smooth modern logistics progress is explored and researched,based on the practical and theoretical studies of modern logistics and its current condition in Tai'an City.Taking Tai'an government's functions of propelling modern logistics as the example,firstly this study summarizes the domestic and international research results related to the government roles in this regard.Then,the market failure phenomena,government's economic functions and the relationship between market and government in the process of modern logistics are elaborated,thereby establishing the theoretical framework of research.Secondly,by investigating the economic and transportation development status of Tai'an City,an overall level of its modern logistics is analyzed.As a result,the functions of Tai'an government are recognized when it comes to introducing policies and enhancing departments' supervision.But it also points out that the government still needs to make improvements in the unified logistics planning,management system,industrial guidance,enterprise support,etc.Through the cause analysis,proposals for Tai'an government to promote the modern logistics development are finally put forth from four aspects:comprehensively optimizing the modern logistics industry resources,properly positioning the market demand of regional logistics,speeding up the growth of modern logistics enterprise and positively creating a sound atmosphere for modern logistics.The paper is aimed at furnishing Tai'an government with a scientific and reliable evidence to formulate efficient policy and measure for modern logistics,and meanwhile providing reference for modern logistics regionally.Moreover,it is of some practical significance to strengthen local government's management for the modern logistics industry.
