Logistics industry is the most popular new field in the world. Its function as the connecting tie between the areas, enterprises, markets and consumption is becoming prominent. Logistics industry gradually plays an important role in the development of the national economy.The development and growth of the logistics industry is paid much attention by the government at all levels.It is the product of the highly advanced market economy as well as the fruit of efficient leading of different regional government and organization. With the rapid development of the economy, most of the countries have regarded the development of the modern logistics as important aspect of the development of the national economy and society at present time. The thesis focuses on how the government growing the modern logistics industry on the basis of its available resources in Qiqihar city.Qiqihar is not only the hinge center of transportation and communication among the three provinces of Heilongjiang, Jilin and Interior Mongolia but also the center of goods, logistics distribution and commerce, politics and culture.The development of the logistics industry will greatly hasten the economic development in north-eastern region and north eastern Asia. The thesis elaborately analyzes the foundation, condition and the actual state for growing the modern logistics as well as the existing problems, which based on the needing for the modern logistics during the development of the city.The thesis discusses the relationship and position between the logistics and regional development strategy in Qiqihar, which is the "one central part, two axes and three circles" networking assumption, communication assumption, industrialization assumption and international assumption.(one central part means downtown area in Qiqihar; Two axes are the first grade economic development which includes the economic development along the G111 country road.the Pingqi railway and Qijia railway and the second grade economic development which covers the development along the G015 country road;three circles are three levels.The first level is the city circle which covers the city zone and the satellite city zone around it.The second level is the radiation centralized circle covers the counties attached to the city and the region around the central part of the city. The third level is the communication and contact circle which means the connection between Qiqihar and the center cities of the northeastern region.)Finally.the corresponding mode and totle countermeasures for developing the modern urban logistics were puts forward.
